【摘要】：2001年我國(guó)加入世界貿(mào)易組織(WTO)后,對(duì)外貿(mào)易獲得快速發(fā)展。2014年的統(tǒng)計(jì)數(shù)據(jù)顯示,全國(guó)貨物進(jìn)出口總額為43030.4億美元,其中東部地區(qū)貨物進(jìn)出口總額為36559.5億美元,占比高達(dá)85.0%,遠(yuǎn)高于中部地區(qū)的7.3%,西部地區(qū)的7.8%。對(duì)外貿(mào)易在我國(guó)區(qū)域間分布不均衡是導(dǎo)致我國(guó)地區(qū)間經(jīng)濟(jì)發(fā)展差距的重要原因之一。在東部地區(qū)外貿(mào)產(chǎn)業(yè)高度聚集導(dǎo)致聚集不經(jīng)濟(jì),中西部地區(qū)希望通過(guò)產(chǎn)業(yè)的聚集來(lái)縮小與東部差距的背景下,外貿(mào)產(chǎn)業(yè)向中西部的轉(zhuǎn)移成為日益關(guān)注的重點(diǎn)。在相關(guān)貿(mào)易理論與已有研究文獻(xiàn)的基礎(chǔ)上,本文對(duì)經(jīng)濟(jì)聚集影響對(duì)外貿(mào)易的機(jī)理進(jìn)行了分析,通過(guò)對(duì)出口貿(mào)易開放度、進(jìn)口貿(mào)易開放度進(jìn)行實(shí)證分析,主要研究了聚集不經(jīng)濟(jì)對(duì)我國(guó)對(duì)外貿(mào)易空間分布的作用機(jī)制,以及這種機(jī)制的失靈和反向扭曲導(dǎo)致我國(guó)對(duì)外貿(mào)易開放度空間分布的差異,這種差異也導(dǎo)致我國(guó)對(duì)外貿(mào)易在地區(qū)間的分布不均衡。最后,根據(jù)相關(guān)的理論分析和實(shí)證檢驗(yàn)結(jié)果,提出了促進(jìn)我國(guó)對(duì)外貿(mào)易在地區(qū)間合理分布的政策建議。第一,加快農(nóng)民工培訓(xùn),提升農(nóng)民工技能水平和工資談判能力;第二,通過(guò)提高中西部地區(qū)經(jīng)濟(jì)和產(chǎn)業(yè)發(fā)展,以提高中西部地區(qū)對(duì)外貿(mào)企業(yè)的吸引力;第三:加快土地市場(chǎng)的市場(chǎng)化進(jìn)程,削弱政府對(duì)土地市場(chǎng)的壟斷,減少聚集不經(jīng)濟(jì)對(duì)對(duì)外貿(mào)易的反向扭曲。
[Abstract]:After China joined the World Trade Organization (WTO) in 2001, foreign trade developed rapidly. Statistics in 2014 show that the total value of goods import and export in China is 4.30304 trillion US dollars, of which the total import and export of goods in the eastern region is 3.65595 trillion US dollars. The proportion is as high as 85.0, much higher than the 7.3in the central region and 7.8 in the western region. The uneven distribution of foreign trade among regions is one of the important reasons leading to the gap of regional economic development in China. Under the background that the high concentration of foreign trade industry in the eastern region leads to uneconomic agglomeration and the central and western regions hope to narrow the gap with the eastern region through the industrial agglomeration, the transfer of foreign trade industry to the central and western regions has become the focus of increasing attention. On the basis of relevant trade theory and existing research literature, this paper analyzes the mechanism of economic agglomeration affecting foreign trade, and makes an empirical analysis on the openness of export trade and import trade. This paper mainly studies the mechanism of the effect of agglomeration uneconomy on the spatial distribution of China's foreign trade, and the difference of spatial distribution of China's foreign trade openness caused by the failure and reverse distortion of this mechanism. This difference also leads to the uneven distribution of China's foreign trade among regions. Finally, according to the relevant theoretical analysis and empirical test results, the paper puts forward some policy suggestions to promote the rational distribution of China's foreign trade among regions. First, accelerate the training of migrant workers, improve the skills of migrant workers and the ability of wage negotiation; second, improve the economic and industrial development of the central and western regions, in order to enhance the attraction of the central and western regions to foreign trade enterprises; Third, accelerate the marketization of land market, weaken the monopoly of land market and reduce the reverse distortion of foreign trade caused by agglomeration.
