【摘要】：依據(jù):《中華人民共和國統(tǒng)計法》明確闡明信息統(tǒng)計工作任務是對國民經(jīng)濟和社會發(fā)展情況進行統(tǒng)計調(diào)查、統(tǒng)計分析,提供統(tǒng)計資料和統(tǒng)計咨詢意見,實行統(tǒng)計監(jiān)督。衛(wèi)生計生合并以后,關于計劃生育監(jiān)督工作的信息統(tǒng)計,應有衛(wèi)生計生行政部門擬訂統(tǒng)計調(diào)查項目,對屬于本部門管轄系統(tǒng)內(nèi)的調(diào)查對象進行信息采集工作,并制定相關工作制度�！度珖l(wèi)生統(tǒng)計工作管理辦法》規(guī)定衛(wèi)生統(tǒng)計工作的基本任務是依照《統(tǒng)計法》和國家有關法律、政策,采集衛(wèi)生資源投入、分配與利用,衛(wèi)生服務質(zhì)量和效益,居民健康水平等統(tǒng)計數(shù)據(jù),提供統(tǒng)計資料和統(tǒng)計分析,實行統(tǒng)計咨詢與統(tǒng)計監(jiān)督�！缎l(wèi)生監(jiān)督信息報告管理規(guī)定》規(guī)定衛(wèi)生監(jiān)督信息報告是衛(wèi)生監(jiān)督工作的重要內(nèi)容,是衛(wèi)生行政部門的基本職能,各級衛(wèi)生行政部門應當加強衛(wèi)生監(jiān)督信息報告工作的組織領導和監(jiān)督管理,各級衛(wèi)生監(jiān)督機構(gòu)應當認真組織落實,按照本規(guī)定要求做好衛(wèi)生監(jiān)督信息報告工作。按照國家要求,在計劃生育監(jiān)督開展之初著手開展監(jiān)督信息化建設研究工作,使計生監(jiān)督執(zhí)法向標準化、規(guī)范化、科學化、信息化方向發(fā)展。目的:《衛(wèi)生監(jiān)督信息化管理的探討》中評價衛(wèi)生監(jiān)督管理信息化,不僅是衛(wèi)生監(jiān)督競爭的需要,更是生存和發(fā)展的需要�，F(xiàn)代醫(yī)學模式的轉(zhuǎn)變決定了衛(wèi)生信息管理模式轉(zhuǎn)變的必然性;計算機技術、網(wǎng)絡技術的飛速發(fā)展,為衛(wèi)生監(jiān)督信息管理模式的轉(zhuǎn)變提供了必要的物資條件和技術支持。實現(xiàn)衛(wèi)生監(jiān)督管理信息化具有非常重要的意義。方法:采用方便抽樣的方法,2014年至2016年,對全國參與計劃生育監(jiān)督信息化建設研究的省、市、縣監(jiān)督機構(gòu)及人員進行共三期的問卷調(diào)查,共計發(fā)放問卷263份,回收230份,回收率為87.5%,提出無效問卷1份,最后有效問卷229份,有效回收率為99.6%。研究的省、市、縣(區(qū))監(jiān)督機構(gòu)及人員進行問卷調(diào)查和深入訪談,并收集了全國17個省級綜合監(jiān)督執(zhí)法機構(gòu),25家市級監(jiān)督機構(gòu),95家縣區(qū)監(jiān)督機構(gòu)開展計劃生育監(jiān)督工作相關數(shù)據(jù)資料。結(jié)果:研究目標是設計完成《計劃生育監(jiān)督被監(jiān)督單位信息卡》、《計劃生育監(jiān)督檢查信息卡》、《計劃生育監(jiān)督案件查處信息卡》,與信息卡內(nèi)容對應的信息匯總表,計劃生育監(jiān)督檢查業(yè)務用表和監(jiān)督規(guī)范用語,通過設計監(jiān)督模板,該模板在計劃生育監(jiān)督信息系統(tǒng)中的應用將全面促進和改善工作質(zhì)量,使計劃生育監(jiān)督工作向信息化、科學化、規(guī)范化方向發(fā)展。通過信息化的應用,提高監(jiān)督員的工作效率,提升監(jiān)督員的執(zhí)法能力和工作水平;制定全國計劃生育監(jiān)督信息化發(fā)展規(guī)劃,從而推進我國各項計劃生育政策法規(guī)順利實施,及時掌握計劃生育監(jiān)督工作動態(tài),輔助我國計劃生育科學決策發(fā)揮著重要作用;為創(chuàng)新完善社會管理、推進衛(wèi)生計生綜合監(jiān)督體系建設、提升社會管理效能和服務質(zhì)量開創(chuàng)新的途徑。形成計劃生育監(jiān)督工作全國統(tǒng)一使用的信息報告卡和匯總表。推進計劃生育監(jiān)督的信息化進程,提高機關工作人員的整體素質(zhì),提高領導者的信息管理與決策能力。結(jié)論:1.通過計生監(jiān)督信息化的研究與應用,發(fā)現(xiàn)信息化工作的發(fā)展水平存在地區(qū)間的差異,研究產(chǎn)生的原因。2.通過計生監(jiān)督信息化的研究與應用,有利于建立更具有應用價值的的信息數(shù)據(jù)庫,實現(xiàn)衛(wèi)生計生監(jiān)督信息數(shù)據(jù)的科學化、智能化、網(wǎng)絡化的動態(tài)管理新模式。3.信息化技術在計生監(jiān)督執(zhí)法中應用有利于促進各級衛(wèi)生計生行政部門和監(jiān)督機構(gòu)進一步規(guī)范監(jiān)督執(zhí)法工作,對促進地區(qū)的計生監(jiān)督發(fā)展規(guī)劃和保駕護航新時期人口政策意義重大。
[Abstract]:According to the statistical law of the People's Republic of China, the task of information statistics is clearly stated in the statistical investigation of the national economic and social development, statistical analysis, statistical information and statistical consultation, and statistical supervision. After the merger of health planning students, the information statistics on the supervision work of the planned health care should be made by the health planning students. The government departments shall draw up a statistical survey project to carry out information collection work and formulate relevant working systems for the subjects belonging to the departments under the jurisdiction of the Department. The basic tasks of the National Health Statistics Work Management Measures stipulate that the basic tasks of the health statistics work are in accordance with the statistical law and the relevant laws of the state, the policy, the collection of health resources, and the distribution and benefit of the work. Statistical data and statistical analysis are provided for the quality and benefit of health service and the health level of residents. Statistical information and statistical analysis are provided, and statistical consultation and statistical supervision are carried out. The regulations on the management of health supervision information report are the important contents of the health supervision work, the basic functions of the health administration department and the Ministry of health administration at all levels. The door should strengthen the organizational leadership and supervision and management of the information reporting work of health supervision. The health supervision institutions at all levels should conscientiously organize and implement the information reporting work in accordance with the requirements of these regulations. In accordance with the requirements of the state, the research work on the supervision of information construction should be carried out at the beginning of the supervision of family planning, so as to supervise the supervision of the family. Objective: To evaluate the information of health supervision and management in the discussion of information management of health supervision, it is not only the need of health supervision and competition, but also the need of survival and development. Method: the method of convenient sampling is adopted, from 2014 to 2016, the province and city of the national participation in the research of the information construction of family planning supervision. A total of three questionnaires were conducted by the county supervision agencies and personnel, with a total of 263 questionnaires, 230 reclaims, 87.5% recovery, 1 invalid questionnaires and 229 final valid questionnaires. The information summary table, the family planning supervision and inspection business use table and the supervision standard language, through the design supervision template, the application of this template in the family planning supervision information system will promote and improve the work quality in an all-round way, and make the family planning supervision work to the information, scientific and regulatory direction. Through the application of information technology, the supervision will be improved. The working efficiency of the staff, the enhancement of the law enforcement ability and the working level of the supervisor, the formulation of the national family planning supervision information development plan, the smooth implementation of various family planning policies and regulations in China, the timely grasp of the dynamic of family planning supervision, and the important role of supporting the family planning scientific decision-making in China, and the innovation and improvement of the society. We will manage to promote the construction of the comprehensive supervision system for the health planning students, improve the efficiency of the social management and the innovative ways of the quality of service. Form the information report card and summary of the unified use of the family planning supervision work, promote the information process of the family planning supervision, improve the overall quality of the staff of the office workers, and improve the information of the leaders. Management and decision ability.
