【摘要】：衡量經(jīng)濟(jì)發(fā)展?fàn)顩r,統(tǒng)計(jì)年報(bào)無(wú)疑是最權(quán)威、最有效率的方法之一,統(tǒng)計(jì)年報(bào)的質(zhì)量高低和準(zhǔn)確與否,直接影響著國(guó)名經(jīng)濟(jì)政策的制定。構(gòu)成一份統(tǒng)計(jì)年報(bào)的大量匯總數(shù)據(jù)來(lái)自各個(gè)基層統(tǒng)計(jì)所,基層統(tǒng)計(jì)所的年報(bào)質(zhì)量尤其是數(shù)據(jù)質(zhì)量,不但對(duì)本地區(qū)經(jīng)濟(jì)發(fā)展有著重要的影響,更會(huì)通過(guò)層層匯總向更高層傳遞,從而對(duì)更高層次產(chǎn)生影響。因此,只有首先保證了基層統(tǒng)計(jì)所的統(tǒng)計(jì)年報(bào)質(zhì)量,才能從根本上確保自下而上的統(tǒng)計(jì)數(shù)據(jù)的真實(shí)性、科學(xué)性和準(zhǔn)確性,讓統(tǒng)計(jì)數(shù)據(jù)真實(shí)反映地區(qū)經(jīng)濟(jì)發(fā)展的客觀趨勢(shì),從而使國(guó)民經(jīng)濟(jì)政策的制訂不偏離正確的軌道。本文以北京市大興區(qū)亦莊鎮(zhèn)2013年統(tǒng)計(jì)年報(bào)工作為基礎(chǔ),結(jié)合其他年度統(tǒng)計(jì)年報(bào)工作的實(shí)際情況和經(jīng)驗(yàn),從基層統(tǒng)計(jì)所的視點(diǎn)出發(fā),研究統(tǒng)計(jì)年報(bào)質(zhì)量的控制方法。本文首先全面分析了影響年報(bào)質(zhì)量的內(nèi)部、外部和其他問(wèn)題。然后在提出的問(wèn)題的基礎(chǔ)上,以統(tǒng)計(jì)年報(bào)的準(zhǔn)備階段、填報(bào)階段和審核階段三個(gè)工作階段為切入點(diǎn),參考前人和其他領(lǐng)域?qū)?shù)據(jù)質(zhì)量的各種有效控制方法,并針對(duì)亦莊鎮(zhèn)內(nèi)、外部實(shí)際情況,吸收汲取項(xiàng)目質(zhì)量管理領(lǐng)域、統(tǒng)計(jì)學(xué)、會(huì)計(jì)學(xué)、經(jīng)濟(jì)學(xué)、日常邏輯和其他科學(xué)知識(shí),形成一套兼顧效率與效果、具有實(shí)際意義、可操作性和相對(duì)便捷的統(tǒng)計(jì)年報(bào)質(zhì)量控制方法,最后以前面的分析和方法為基礎(chǔ),進(jìn)一步提出今后的持續(xù)改進(jìn)手段。
[Abstract]:The statistical annual report is undoubtedly one of the most authoritative and efficient methods to measure the economic development. The quality and accuracy of the statistical annual report directly affect the formulation of the economic policy of the country name. A large number of summary data that constitute a statistical annual report come from various grass-roots statistical offices. The quality of the annual reports of grass-roots statistical institutes, especially the quality of data, not only has an important impact on the economic development of the region, but also will be transmitted to the higher levels through layers of aggregation. This will have an impact on a higher level. Therefore, only by first ensuring the quality of the statistical annual report of the grass-roots statistical institutes, can the bottom-up statistical data be fundamentally ensured to be true, scientific and accurate, so that the statistical data can truly reflect the objective trend of regional economic development. So that the formulation of national economic policies do not deviate from the correct track. Based on the statistical annual report work of Yizhuang Town in Daxing District of Beijing in 2013 and the actual situation and experience of other annual statistical annual reports, this paper studies the quality control method of statistical annual report from the viewpoint of the basic statistical institute. This paper first analyzes the internal, external and other problems affecting the quality of the annual report. Then, on the basis of the questions raised, with the three working stages of the preparation stage, the reporting stage and the auditing stage of the statistical annual report as the starting point, and referring to the various effective control methods of the data quality of the predecessors and other fields, and aiming at the Yizhuang Town, It is of practical significance to absorb the knowledge of project quality management, statistics, accounting, economics, daily logic and other scientific knowledge from the external reality. The operable and relatively convenient statistical annual report quality control method is put forward in the end based on the previous analysis and method, and the method of continuous improvement in the future is put forward.
