【摘要】：戶籍管理是一種重要的國(guó)家管理社會(huì)的手段。隨著我國(guó)社會(huì)主義市場(chǎng)經(jīng)濟(jì)建設(shè)不斷深入,我國(guó)各地方戶籍管理種種弊端也隨之暴露出來(lái)。近日,國(guó)務(wù)院頒發(fā)諸多戶籍管理相關(guān)政策文件,戶籍管理改革進(jìn)入深水區(qū)和攻堅(jiān)期。大連市作為全國(guó)第一個(gè)使用藍(lán)印戶口本的城市,一直積極探索適應(yīng)時(shí)代發(fā)展要求的戶籍管理制度與手段�，F(xiàn)時(shí)期,大連市在戶籍管理上已經(jīng)施行了城鄉(xiāng)統(tǒng)一的戶籍登記制度以及居住證制度,進(jìn)一步降低了戶籍準(zhǔn)入條件,并實(shí)現(xiàn)了戶籍信息聯(lián)網(wǎng)。但是,大連市目前的戶籍管理仍存在諸多問(wèn)題,譬如"人戶分離"情況較為嚴(yán)重,人口信息采集存在信息失真,戶籍證明工作不合理,人口流失問(wèn)題嚴(yán)重等等。因此,深入分析大連市戶籍管理現(xiàn)存問(wèn)題及原因進(jìn)而提出解決對(duì)策,充分發(fā)揮政府協(xié)同治理能力,不僅提高戶籍管理質(zhì)量,充分實(shí)現(xiàn)戶籍管理基本的人口統(tǒng)計(jì)功能,這對(duì)于大連市城鎮(zhèn)化建設(shè),經(jīng)濟(jì)發(fā)展,人民權(quán)益保障能起到非常積極的作用。本文在深入實(shí)地和大量訪談的基礎(chǔ)上,查閱了大量戶籍管理的相關(guān)文獻(xiàn),從五個(gè)部分對(duì)大連市戶籍管理現(xiàn)存問(wèn)題與解決對(duì)策進(jìn)行了研究。第一部分介紹了戶籍管理研究的背景意義以及研究現(xiàn)狀。第二部分,對(duì)本文研究的相關(guān)概念進(jìn)行理定,.并闡述了本文的理論基礎(chǔ)。第三部分,介紹了大連市戶籍管理的歷史沿革,并在對(duì)大連市戶籍管理政策以及人口流動(dòng)、經(jīng)濟(jì)發(fā)展等數(shù)據(jù)進(jìn)行收集的基礎(chǔ)上,分析了大連市戶籍管理的現(xiàn)存問(wèn)題以及產(chǎn)生問(wèn)題的原因。第四部分,對(duì)發(fā)達(dá)國(guó)家以及國(guó)內(nèi)其他城市戶籍管理的經(jīng)驗(yàn)進(jìn)行了總結(jié),并得出啟示。第五部分,提出了加強(qiáng)大連市戶籍管理的對(duì)策,總結(jié)大連市在加強(qiáng)戶籍管理中應(yīng)遵循一些基本原則,并在進(jìn)一步健全戶籍管理的基本制度的基礎(chǔ)上,從戶籍管理的技術(shù)手段以及運(yùn)行機(jī)制入手,加強(qiáng)協(xié)同治理,實(shí)現(xiàn)社會(huì)和諧。
[Abstract]:Household registration management is an important means of state management of society. With the development of socialist market economy in our country, all kinds of malpractices of household registration management in various localities of our country have been exposed. Recently, The State Council has issued many policy documents relating to household registration management, and the reform of household registration management has entered the deep water area and the critical period. Dalian City, as the first city in the country to use the blue print Hukou book, We have been actively exploring the household registration management system and means to meet the needs of the development of the times. In the current period, Dalian has implemented a unified urban and rural household registration system and a residence permit system in the management of household registration, which has further reduced the entry conditions for household registration. However, there are still many problems in the management of household registration in Dalian. For example, the situation of "household separation" is serious, the information collection of population information is distorted, and the proof of household registration is unreasonable. The problem of population loss is serious and so on. Therefore, by deeply analyzing the existing problems and reasons of household registration management in Dalian City, and then putting forward some countermeasures to give full play to the government's ability of coordinated governance, not only improving the quality of household registration management, but also improving the quality of household registration management. To fully realize the basic demographic function of household registration management, this will play a very positive role in the urbanization, economic development, and the protection of people's rights and interests in Dalian. This paper reviews a large number of relevant documents on household registration management, and studies the existing problems and solutions of household registration management in Dalian from five parts. The first part introduces the background significance and research status of household registration management. The third part introduces the historical evolution of household registration management in Dalian, and introduces the policy of household registration management and population mobility in Dalian. Based on the data collection of economic development, this paper analyzes the existing problems of household registration management in Dalian and the causes of the problems. Part 4th summarizes the experience of household registration management in developed countries and other cities in China. In part 5th, the author puts forward the countermeasures to strengthen the household registration management in Dalian, and summarizes some basic principles to be followed in strengthening the household registration management in Dalian, and on the basis of further perfecting the basic system of household registration management, Starting with the technical means and operation mechanism of household registration management, we should strengthen cooperative governance and realize social harmony.
