【摘要】：新型城鎮(zhèn)化是一個(gè)國(guó)家或一個(gè)地區(qū)社會(huì)進(jìn)步和現(xiàn)代化的重要標(biāo)志,是促進(jìn)經(jīng)濟(jì)增長(zhǎng)的必要進(jìn)程和有效手段。中國(guó)的城鎮(zhèn)化建設(shè)已經(jīng)進(jìn)入了改革的關(guān)鍵階段,黨的十八大和十八屆三中全會(huì)更加明確地指明了我國(guó)必須堅(jiān)持完善城鄉(xiāng)發(fā)展體制,走具有中國(guó)特色新型城鎮(zhèn)化道路。供給側(cè)改革是我國(guó)新的經(jīng)濟(jì)發(fā)展階段下應(yīng)運(yùn)而生的一項(xiàng)經(jīng)濟(jì)發(fā)展政策,這一政策的實(shí)施對(duì)我國(guó)“十三五”時(shí)期乃至更長(zhǎng)周期內(nèi)區(qū)域新型城鎮(zhèn)化發(fā)展至關(guān)重要。雖然改革開放以來,我國(guó)新型城鎮(zhèn)化發(fā)展取得了舉世矚目的成就,但同時(shí)也面臨著許多急需解決的問題。在此背景下,位于新疆維吾爾自治區(qū)東部的吐魯番市新型城鎮(zhèn)化要想更加長(zhǎng)遠(yuǎn)、有效、健康的發(fā)展可以利用供給側(cè)改革這個(gè)契機(jī)實(shí)現(xiàn)自身發(fā)展。本文正是以此為出發(fā)點(diǎn),在借鑒國(guó)內(nèi)外城鎮(zhèn)化發(fā)展歷史的基礎(chǔ)上,利用文獻(xiàn)研究法、比較分析法以及層次分析法等相結(jié)合,對(duì)吐魯番市新型城鎮(zhèn)化發(fā)展進(jìn)行了分析與研究。首先,文章系統(tǒng)歸納和總結(jié)了國(guó)內(nèi)外城鎮(zhèn)化發(fā)展現(xiàn)狀和發(fā)展趨勢(shì)、研究方法與研究思路,闡述了供給側(cè)改革、新型城鎮(zhèn)化的基本含義、特征以及相關(guān)關(guān)系研究,通過說明兩者之間的相關(guān)關(guān)系來確定本論文研究意義的重要性;其次,以吐魯番市新型城鎮(zhèn)化發(fā)展為研究對(duì)象,通過針對(duì)吐魯番市有關(guān)城鎮(zhèn)化發(fā)展的數(shù)據(jù)進(jìn)行簡(jiǎn)單統(tǒng)計(jì)分析以及運(yùn)用層次分析法針對(duì)新疆14個(gè)地州市的城鎮(zhèn)化發(fā)展綜合比較分析,得出了吐魯番市新型城鎮(zhèn)化發(fā)展目前處于的現(xiàn)狀;繼而,通過對(duì)現(xiàn)狀的研究分析主要從制度變革、要素升級(jí)、生態(tài)環(huán)境、結(jié)構(gòu)優(yōu)化、基礎(chǔ)設(shè)施等要素的角度出發(fā),具體提出了在供給側(cè)改革背景下吐魯番市存在的問題以及改革對(duì)吐魯番市城鎮(zhèn)化發(fā)展帶來的機(jī)遇;最后,結(jié)合吐魯番市的具體情況,為未來新型城鎮(zhèn)化發(fā)展提出了有效的對(duì)策。
[Abstract]:The new-type urbanization is an important symbol of the social progress and modernization of a country or a region, and a necessary process and effective means to promote economic growth. China's urbanization construction has entered a crucial stage of reform. The 18 CPC Congress and the third Plenary session of the 18 CPC Central Committee have pointed out more clearly that China must persist in perfecting the system of urban and rural development. The supply-side reform is an economic development policy that has emerged under the new stage of economic development in China. The implementation of this policy is of great importance to the development of regional new urbanization in the 13th Five-Year Plan period and even in a longer period. Although since the reform and opening up, the development of new-type urbanization in China has made remarkable achievements in the world. But at the same time, it faces many problems that need to be solved. In this context, the new type of urbanization in Turpan, located in the eastern part of Xinjiang Uygur Autonomous region, wants to be more long-term and effective. A healthy development can take advantage of the opportunity of supply-side reform to realize its own development. This paper takes this as a starting point, and on the basis of drawing lessons from the development history of urbanization at home and abroad, makes use of the literature research method. This paper analyzes and studies the development of new urbanization in Turpan. Firstly, the paper systematically summarizes the present situation and trend of urbanization at home and abroad, research methods and research ideas. This paper expounds the basic meaning, characteristics and related relations of supply-side reform, new urbanization, and determines the importance of the research significance of this paper by explaining the correlation between the two. Taking the new urbanization development of Turpan as the research object, this paper makes a simple statistical analysis on the data of the urbanization development in Turpan and makes a comprehensive comparative analysis on the urbanization development of 14 cities and towns in Xinjiang by using the Analytic hierarchy process (AHP). The paper draws the conclusion that the development of new urbanization in Turpan is in the present situation, and then, through the research and analysis of the present situation, mainly from the point of view of system change, factor upgrading, ecological environment, structure optimization, infrastructure and so on. The paper puts forward the existing problems in the background of supply-side reform and the opportunities brought by the reform to the urbanization development of Turpan, and finally, combining the specific situation of Turpan, puts forward effective countermeasures for the development of new urbanization in the future.
