【摘要】：農業(yè)一直是我國國民經濟的重要組成部分,農村更是遍布中國廣大地區(qū)的地域綜合體。農業(yè)農村的健康持續(xù)發(fā)展對解決“三農問題”、統(tǒng)籌城鄉(xiāng)發(fā)展、建設“美麗中國”具有十分重要的意義。本文以我國“美麗鄉(xiāng)村”建設、農村土地整治、農村環(huán)境綜合整治、精準扶貧為背景,選取湘中地區(qū)比較典型的農業(yè)大縣(市)—湘鄉(xiāng)市為典型區(qū)域,利用社會經濟統(tǒng)計數據和實地調研資料等,采用層次分析法、綜合指數法,在歸納和總結湘鄉(xiāng)市“美麗鄉(xiāng)村”建設模式及特點的基礎上,評價湘鄉(xiāng)市“美麗鄉(xiāng)村”的建設效益,構建起湘鄉(xiāng)市“美麗鄉(xiāng)村”的建設路徑,以期能為湘鄉(xiāng)市全域推進“美麗鄉(xiāng)村”建設提供有益參考。主要結論如下:(1)湘鄉(xiāng)市“美麗鄉(xiāng)村”建設模式及特點歸納根據湘鄉(xiāng)市地貌特征及“美麗鄉(xiāng)村”建設現狀等,歸納出低丘型、平原型兩種“美麗鄉(xiāng)村”建設模式,并以龍洞鎮(zhèn)建時村(低丘型)、東郊鄉(xiāng)滸洲村(平原型)為例,分析“美麗鄉(xiāng)村”建設模式的特點。(2)湘鄉(xiāng)市“美麗鄉(xiāng)村”建設效益綜合評價根據國家、湖南省及浙江“美麗鄉(xiāng)村”建設標準,結合湘鄉(xiāng)市“美麗鄉(xiāng)村”建設現狀,從人居環(huán)境、經濟發(fā)展、生態(tài)環(huán)境三個方面,構建起包含12個單項指標的“美麗鄉(xiāng)村”建設效益評價體系,采用層次分析法、綜合指數法評價不同發(fā)展階段、不同地貌類型的“美麗鄉(xiāng)村”建設效益,從時間維度和區(qū)域分異方面對比分析湘鄉(xiāng)市“美麗鄉(xiāng)村”建設效益和存在的主要問題,為湘鄉(xiāng)市全域推進“美麗鄉(xiāng)村”建設路徑構建提供有益參考。(3)湘鄉(xiāng)市“美麗鄉(xiāng)村”建設路徑構建根據評價結果和湘鄉(xiāng)市“美麗鄉(xiāng)村”建設態(tài)勢,從規(guī)劃、產業(yè)、基礎設施、環(huán)境和組織保障五個方面構建起湘鄉(xiāng)市“美麗鄉(xiāng)村”建設路徑。
[Abstract]:Agriculture has been an important part of our national economy, rural areas are more regional integration across vast areas of agricultural and rural China. The healthy and sustainable development to solve the "three rural issues", urban and rural development, the construction of "beautiful Chinese" has important significance. Based on China's "beautiful countryside construction, rural land remediation accurate, comprehensive improvement of the rural environment, poverty alleviation as the background, select the typical agricultural large county in Hunan area (city) - Xiangxiang city as a typical area, the use of social economic statistical data and field survey data, using AHP method, comprehensive index method, and summarized in Xiangxiang City, beautiful countryside construction mode and based on the characteristics and evaluation of construction efficiency of Xiangxiang beautiful countryside, build Xiangxiang City, beautiful countryside construction path, in order to promote the" global Xiangxiang beautiful countryside "Provide a useful reference to the construction. The main conclusions are as follows: (1) Xiangxiang City, beautiful countryside construction mode and summarized the characteristics of Xiangxiang city according to the geomorphological features and beautiful countryside construction situation, summed up the hilly plain, two beautiful countryside construction mode, and the Dragon Cave town (village built the low hill type), Dong Jiao Xiang Hu Zhou Cun (Ping Yuanxing) as an example, analysis of" beautiful countryside "construction pattern. (2) Xiangxiang City, beautiful countryside construction comprehensive evaluation according to the state, Hunan province and Zhejiang beautiful countryside construction standards, combined with the city of Xiangxiang beautiful countryside construction situation, from living environment, economic development, the three aspects of ecological environment, construct contains 12 indexes and beautiful countryside construction evaluation system, using AHP, comprehensive index in different development stages and different types of the appearance of beautiful countryside construction A benefit difference analysis of the main problems of Xiangxiang city "benefit of beautiful countryside construction and the existence of the contrast from the dimension of time and region, provide a useful reference for the construction of Xiangxiang city to promote global beautiful rural construction path. (3) Xiangxiang City, beautiful countryside construction path construction according to the evaluation results and the" beautiful Xiangxiang city "rural construction situation, from planning, industry, infrastructure, environment and organization guarantee five aspects to build Xiangxiang City, beautiful countryside construction path.
