內(nèi)蒙古農(nóng)村普惠金融發(fā)展對(duì)農(nóng)牧民收入的影響研究

【摘要】:伴隨著我國(guó)農(nóng)村金融體制改革的深入推進(jìn),農(nóng)村金融發(fā)展中存在的問(wèn)題日益突出,實(shí)現(xiàn)農(nóng)村金融全覆蓋是我國(guó)農(nóng)村金融改革的重要目標(biāo)。2016年,由國(guó)務(wù)院發(fā)布了《推進(jìn)普惠金融發(fā)展規(guī)劃(2016-2020年)》,將普惠金融提升為我國(guó)未來(lái)金融改革的重要課題。內(nèi)蒙古是我國(guó)的資源型大省,貧困地區(qū)點(diǎn)多面廣,農(nóng)牧民收入低問(wèn)題始終不容小視。普惠金融的出現(xiàn),為內(nèi)蒙古農(nóng)牧民增收提供了重要的發(fā)展契機(jī)。研究?jī)?nèi)蒙古農(nóng)村普惠金融問(wèn)題,對(duì)推動(dòng)內(nèi)蒙古經(jīng)濟(jì)社會(huì)的全面健康發(fā)展具有重要的理論和現(xiàn)實(shí)意義。首先,本文在梳理了普惠金融相關(guān)理論的基礎(chǔ)上,明確了普惠金融、金融包容性增長(zhǎng)及普惠金融評(píng)價(jià)指標(biāo)體系等相關(guān)概念,綜合評(píng)價(jià)了內(nèi)蒙古農(nóng)村普惠金融的發(fā)展?fàn)顩r和農(nóng)牧民收入現(xiàn)狀。其次,結(jié)合數(shù)據(jù)的可得性,選取基于金融服務(wù)可獲得性、金融服務(wù)使用度兩個(gè)維度6個(gè)指標(biāo),對(duì)2006-2015年內(nèi)蒙古73個(gè)旗縣市的普惠金融發(fā)展?fàn)顩r進(jìn)行了統(tǒng)計(jì)分析。進(jìn)一步通過(guò)構(gòu)建普惠金融指數(shù)(IFI),對(duì)各旗縣市農(nóng)村普惠金融發(fā)展水平進(jìn)行測(cè)度,結(jié)果顯示:內(nèi)蒙古絕大多數(shù)旗縣市的普惠金融水平較低,在2006-2015年期間總體呈現(xiàn)上升趨勢(shì),但增長(zhǎng)較為緩慢,且地區(qū)間普惠金融發(fā)展水平有一定差距。再次,運(yùn)用相關(guān)理論研究普惠金融對(duì)農(nóng)民收入變動(dòng)的作用機(jī)制;谌珔^(qū)數(shù)據(jù)分析內(nèi)蒙古農(nóng)村普惠金融發(fā)展水平變動(dòng)對(duì)農(nóng)牧民收入增長(zhǎng)的貢獻(xiàn),考慮到各地區(qū)農(nóng)村普惠金融發(fā)展和農(nóng)民收入水平的差異性,從地理劃分的三大區(qū)域、不同收入層次分別運(yùn)用固定效應(yīng)變系數(shù)模型及面板分位數(shù)模型進(jìn)行比較研究。結(jié)果表明:在全區(qū)范圍內(nèi),普惠金融發(fā)展指數(shù)對(duì)農(nóng)牧民收入具有正向作用,即農(nóng)村普惠金融發(fā)展速度的提升可提高農(nóng)牧民收入;分區(qū)域來(lái)看,中部地區(qū)的農(nóng)村普惠金融增收效應(yīng)大于西部地區(qū)大于東部地區(qū)。此外,內(nèi)蒙古農(nóng)村普惠金融發(fā)展對(duì)不同收入層次的農(nóng)牧民收入均具有正向影響,并呈現(xiàn)出動(dòng)態(tài)變化的特征,表現(xiàn)為欠發(fā)達(dá)地區(qū)的高收入群體是內(nèi)蒙古普惠金融受益的核心群體。最后,針對(duì)不同區(qū)域農(nóng)村普惠金融發(fā)展與農(nóng)民收入的關(guān)系的差異化,提出優(yōu)化農(nóng)村普惠金融發(fā)展環(huán)境、發(fā)揮政府的政策引導(dǎo)和宏觀調(diào)控作用,推動(dòng)各縣域之間的空間金融政策協(xié)作,加強(qiáng)對(duì)農(nóng)村信貸的監(jiān)管等建議,以促進(jìn)內(nèi)蒙古農(nóng)村普惠金融與農(nóng)牧民收入的協(xié)調(diào)發(fā)展。
[Abstract]:With the deepening of the reform of rural financial system in China, the problems in the development of rural finance are increasingly prominent. The realization of full coverage of rural finance is an important goal of rural financial reform in China. 2016. The State Council has issued the "Promotion of inclusive Financial Development Plan 2016-2020", which will be an important subject of future financial reform in China. Inner Mongolia is a large resource-based province in China. The problem of low income of farmers and herdsmen should not be underestimated all the time. The emergence of inclusive finance provides an important development opportunity for the increase of income of farmers and herdsmen in Inner Mongolia. In order to promote the overall and healthy development of Inner Mongolia economy and society has important theoretical and practical significance. Firstly, this paper clarifies inclusive finance on the basis of combing the relevant theories of inclusive finance. Financial inclusive growth and inclusive financial evaluation index system and other related concepts, comprehensive evaluation of rural inclusive finance in Inner Mongolia and income status of farmers and herdsmen. Secondly, combined with the availability of data. Six indicators were selected based on the availability of financial services and the degree of use of financial services. This paper makes a statistical analysis on the development of inclusive finance in 73 counties and cities of Inner Mongolia from 2006 to 2015, and further constructs the inclusive Financial Index (IFI). This paper measures the development level of rural inclusive finance in every flag county and city. The results show that most of the flag counties and cities in Inner Mongolia have lower inclusive financial level, and the overall trend is rising from 2006 to 2015. But the growth is relatively slow, and there is a certain gap between the regional inclusive financial development level. Based on the regional data, this paper analyzes the contribution of rural inclusive financial development level change to the income growth of farmers and herdsmen in Inner Mongolia. Considering the differences of rural inclusive financial development and farmers' income level in different regions, the three regions are divided from geography. Different income levels are compared with fixed effect variable coefficient model and panel quantile model. The results show that the inclusive financial development index has a positive effect on the income of farmers and herdsmen in the whole region. That is, the improvement of rural inclusive financial development speed can improve the income of farmers and herdsmen; In the sub-region, the increase effect of rural inclusive finance in the central region is greater than that in the western region than in the eastern region. In addition, the development of rural inclusive finance in Inner Mongolia has a positive impact on the income of farmers and herdsmen of different income levels. And presents the dynamic change characteristic, the performance is the underdeveloped area high income group is the Inner Mongolia inclusive finance benefit core group. Finally. Aiming at the difference between the development of rural inclusive finance and the income of farmers in different regions, this paper proposes to optimize the development environment of rural inclusive finance and to give full play to the role of government policy guidance and macro-control. In order to promote the harmonious development of rural inclusive finance and the income of farmers and herdsmen in Inner Mongolia, we should promote the cooperation of spatial finance policy among counties and strengthen the supervision of rural credit.
