【摘要】:隨著經(jīng)濟(jì)全球化的迅速推進(jìn),以及國(guó)家地區(qū)間自由貿(mào)易區(qū)的商定,國(guó)際貿(mào)易得到前所未有的發(fā)展。據(jù)統(tǒng)計(jì),海洋運(yùn)輸承擔(dān)了 80%以上的國(guó)際貿(mào)易。每個(gè)沿海國(guó)家都非常重視海洋運(yùn)輸業(yè)的發(fā)展,力爭(zhēng)在海運(yùn)業(yè)占有一席之地。特別是隨著船舶向大型化、專業(yè)化的方向發(fā)展。與海運(yùn)業(yè)相配套的港口碼頭規(guī)模也正趨于大型化、專業(yè)化。每個(gè)港口水域有其自身的特點(diǎn),我們須建立綜合安全評(píng)價(jià)模型對(duì)該水域進(jìn)行綜合評(píng)價(jià),以得出港口水域的安全度,進(jìn)而提出相應(yīng)的風(fēng)險(xiǎn)控制措施。本文針對(duì)該特定水域以及結(jié)合相關(guān)研究,首先對(duì)大連長(zhǎng)興島北岸作業(yè)區(qū)水域進(jìn)行了基礎(chǔ)資料介紹,包括水域的自然條件和具體的港區(qū)情況;其次,依據(jù)相關(guān)參考文獻(xiàn),結(jié)合專家訪談給出的指導(dǎo)建議篩選重點(diǎn)風(fēng)險(xiǎn)要素,從人、船、環(huán)境、管理四個(gè)方面建立了水域通航安全評(píng)價(jià)指標(biāo)體系,并對(duì)指標(biāo)體系相應(yīng)元素標(biāo)準(zhǔn)的確定進(jìn)行分析;然后建立層次分析(AHP)集對(duì)分析模型,求取該水域評(píng)價(jià)指標(biāo)權(quán)重,以及對(duì)該水域進(jìn)行通航綜合安全評(píng)價(jià)。在評(píng)價(jià)過程中,對(duì)能夠獲取數(shù)據(jù)的指標(biāo),采用定量的方法進(jìn)行等級(jí)標(biāo)準(zhǔn)量化;對(duì)于無法獲取數(shù)據(jù)的指標(biāo),從定性角度結(jié)合專家調(diào)查進(jìn)行等級(jí)標(biāo)準(zhǔn)量化。接著,依據(jù)大連長(zhǎng)興島北岸作業(yè)區(qū)水域?qū)嶋H情況,對(duì)10萬噸級(jí)船舶通航水域和30萬噸級(jí)船舶通航水域分別進(jìn)行綜合安全評(píng)價(jià),得出相應(yīng)的評(píng)價(jià)結(jié)果"較安全"。最終,可以得出大連長(zhǎng)興島北岸作業(yè)區(qū)水域通航綜合安全評(píng)價(jià)的結(jié)果是"較安全"。通過分析模型計(jì)算得出的結(jié)果,提出針對(duì)該水域提高通航安全的保障措施和意見。力求船舶在該水域的航行安全,避免意外事故的發(fā)生。
[Abstract]:With the rapid development of economic globalization and the agreement of free trade area between countries and regions, international trade has been developed unprecedented. According to statistics. Maritime transport has undertaken more than 80% international trade. Every coastal country attaches great importance to the development of marine transport industry, striving to occupy a place in the shipping industry. The development of specialization. The scale of port wharf matching with shipping industry is becoming larger and more specialized. Each port has its own characteristics. We need to establish a comprehensive safety assessment model to evaluate the water area, in order to get the safety degree of the port waters, and then put forward the corresponding risk control measures. Firstly, the basic data of the operation area on the north coast of Dalian Changxing Island are introduced, including the natural condition of the water area and the concrete situation of the port area. Secondly, according to the relevant references, combined with the guidance of expert interviews to screen key risk factors, from the human, ship, environment, management four aspects of water navigation safety evaluation index system. And the determination of the standard of the corresponding elements in the index system is analyzed. Then the analytic hierarchy process (AHP) set pair analysis model is established to obtain the weight of the evaluation index and the comprehensive navigation safety evaluation of the water area. In the process of evaluation, the indexes that can obtain the data are analyzed. The quantitative method is used to quantify the grade standard; For the indicators that can not get the data, from the qualitative point of view combined with the expert investigation to carry on the grade standard quantification. Then, according to the Dalian Changxing Island north coast operation area water area actual situation. The comprehensive safety evaluation of the navigable waters of 100,000-ton ships and the navigable waters of 300,000-ton ships has been carried out respectively, and the corresponding evaluation results have been obtained, which are "safer". It can be concluded that the result of comprehensive evaluation of navigable safety in the north coast of Dalian Changxing Island is "relatively safe". This paper puts forward the safeguard measures and suggestions for improving navigation safety in this water area, and strives for the safety of navigation of ships in the waters so as to avoid the occurrence of accidents.
