【摘要】：招投標進展到某種程度后,為了完備招投標體制、深化其實施,優(yōu)化行政監(jiān)管制度、促進招投標與市場經(jīng)濟的承接,工程量清單計價招投標便運用而生。其能夠促進中國完成國際常用的更合理、科學(xué)的招投標方法。當(dāng)前階段,國內(nèi)的工程量清單計價招投標實施不久,正處于上升發(fā)展時期,而針對這種模式下的施工投標計策的探討還處于摸索時期,必備的經(jīng)驗與對應(yīng)的設(shè)施不足,尤其體現(xiàn)在施工單位開展工程量清單計價時,報價方式和技巧的實時實地使用有不少的疑惑與錯誤認識。所以,探索工程量清單計價模式中的投標舉價方法和技巧發(fā)展為一個新的研究方向。這篇文章從投標單位出發(fā),剖析工程量清單計價的特性。起初,描述工程量清單計價的基本概念和特性,闡明在建筑行業(yè)中,現(xiàn)代工程量清單計價方式同以往的計價方式的相同與不同之處;然后,描述工程中運用比較廣泛的投標報價方式和技巧;再次,聯(lián)系工程中的實例,針對現(xiàn)行的招投標制度、評標方法和計價體系,對承包商的項目成本進行了分析�；谄谕碚�,對承包商的利潤進行了預(yù)測�；诟怕收摵蛿�(shù)理統(tǒng)計的方法,結(jié)合競爭態(tài)勢,根據(jù)信息的完備情況,提出了對不同的競爭對手可采用不同的分析方法。使投標過程中工作解析、策略解析、技巧運用更明了與便捷,給施工單位的投標報價樹立范本;最終,就一個大公司在工程投標的過程中,其工作人員應(yīng)用“知彼知己”的戰(zhàn)術(shù)成功競標給出簡明扼要的描述。
[Abstract]:In order to complete the bidding system, deepen its implementation, optimize the administrative supervision system, and promote the acceptance of bidding and market economy, the bill of quantities valuation bidding will be used. It can promote China to complete more reasonable and scientific bidding methods commonly used internationally. At the present stage, the domestic bill of quantities valuation bidding implementation is not long, is in the rising period of development, but the construction bidding strategy under this model is still in the exploration period, the necessary experience and corresponding facilities are not enough, Especially when the construction unit carries out the bill of quantities valuation, there are a lot of doubts and misunderstandings about the real time application of quotation methods and techniques. Therefore, it is a new research direction to explore the bidding quotation methods and techniques in the bill of quantities pricing model. This article analyzes the characteristics of bill of quantities valuation from the tenderer. At first, it describes the basic concepts and characteristics of bill of quantities valuation, and clarifies the similarities and differences between the modern bill of quantities valuation method and the previous valuation methods in the construction industry. Then, it describes the widely used bidding methods and techniques in the project. Thirdly, according to the current bidding system, bid evaluation method and valuation system, the project cost of the contractor is analyzed in the light of the examples of the project. Based on expectation theory, the profit of contractor is forecasted. Based on the methods of probability theory and mathematical statistics, combined with the competitive situation and the completeness of information, different analysis methods are proposed for different competitors. To make the bidding process work analysis, strategy analysis, the use of skills more clear and convenient, to the construction unit bid price set up a model; Finally, a succinct description is given on the successful bidding of a large company by using the tactics of "know the enemy and know your friends" in the bidding process of a large company.
