【摘要】：面對(duì)醫(yī)院改建、擴(kuò)建或新建工程逐步增加的新常態(tài),規(guī)范醫(yī)院基建招標(biāo)管理流程對(duì)推進(jìn)醫(yī)院基建工作高效開(kāi)展非常重要和必要。在闡述招標(biāo)效益內(nèi)涵基礎(chǔ)上,基于醫(yī)院基建招標(biāo)效益視角對(duì)醫(yī)院基建招標(biāo)管理現(xiàn)狀予以了梳理及分析。以保障醫(yī)院基建招標(biāo)效益為目標(biāo),構(gòu)建了醫(yī)院基建招標(biāo)管理架構(gòu),明確了以基建管理部門(mén)為核心的基建招標(biāo)管理流程,并分析了招標(biāo)準(zhǔn)備階段、招標(biāo)實(shí)施階段、定標(biāo)簽約階段的管控要點(diǎn)。在招標(biāo)工作推進(jìn)過(guò)程中,建議從團(tuán)隊(duì)組織、評(píng)標(biāo)體系、供應(yīng)商庫(kù)、制度建設(shè)4個(gè)方面予以保障措施,進(jìn)而不斷推進(jìn)醫(yī)院基建管理效益達(dá)成。
[Abstract]:In the face of the new normal of hospital reconstruction, expansion or new construction, it is very important and necessary to standardize the flow of bidding management of hospital capital construction in order to promote the efficient development of hospital infrastructure work. On the basis of expounding the connotation of bidding benefit, this paper analyzes the present situation of bidding management of hospital capital construction from the perspective of bidding benefit of hospital capital construction. In order to ensure the benefit of the bidding of hospital capital construction, this paper constructs the management framework of the bidding of the hospital capital construction, clarifies the management flow of the bidding for the capital construction with the core of the capital construction management department, and analyzes the stage of preparing for bidding and implementing the bidding. Key points of control during the contracting phase. In the process of carrying out the bidding work, it is suggested that the measures should be taken from four aspects: team organization, bid evaluation system, supplier library and system construction, so as to promote the efficiency of hospital capital construction management.
