【摘要】：全國城鎮(zhèn)化的背景下,關(guān)中城市建設(shè)迅猛發(fā)展,尤其在城市建成區(qū)中心,高密度建設(shè)、人口集中、土地使用強度增高等成為其特征,但是在城鎮(zhèn)化迅速提高的同時,也給城市帶來了一系列的問題。城市的無序擴張、用地日益緊張等帶來了城市環(huán)境惡化、公園綠化用地緊缺、分布不均等現(xiàn)象,已不能很好地滿足人們需求�，F(xiàn)階段公園綠地建設(shè)已滯后于城市的發(fā)展,增加城市公園綠地建設(shè)是現(xiàn)階段亟待解決的的問題。觀其表象,思其本質(zhì),控規(guī)階段是控制公園綠地的重要階段,對城市環(huán)境改善起到直接作用,而小型公園綠地是控制建成區(qū)中公園綠地指標(biāo)、綠地布局等的有效手段,它作為綠地系統(tǒng)公園綠地體系中重要的一部分,在建成區(qū)中對于人們生產(chǎn)生活將起到較大的作用。據(jù)此,本文將建成區(qū)控制性詳細(xì)規(guī)劃(以下簡稱控規(guī))與小型公園綠地規(guī)劃相結(jié)合,在分層控規(guī)編制技術(shù)體系下,進行小型公園綠地規(guī)劃布局研究。文章首先提出問題——界定建成區(qū)控規(guī)與小型公園綠地規(guī)劃的相關(guān)概念和研究范圍,在此基礎(chǔ)上進行陜西關(guān)中城市建成區(qū)公園綠地現(xiàn)狀調(diào)研,提出關(guān)中公園綠地體系存在的問題;分析問題——在對分層控規(guī)編制體系中的小型公園綠地內(nèi)容深入解讀的基礎(chǔ)上,梳理控規(guī)與小型公園綠地之間的關(guān)系,提出定量與定位相結(jié)合的分析方法對控規(guī)中地塊層次的小型公園綠地進行規(guī)劃布局;解決問題——借鑒國內(nèi)外經(jīng)驗以及研究成果提出定量與定位相結(jié)合的單因子規(guī)劃布局方法進行研究,其中在定位布局方法研究中引入AHP分析法,對其進行量化分析,為城市建成區(qū)控規(guī)中土地使用性質(zhì)決策提供依據(jù)。運用此方法最終期望能達(dá)到使建成區(qū)公園綠地分布均勻、指標(biāo)提升、數(shù)量增多、貼近市民的目的。最后文章以寶雞市上馬營片區(qū)為例,建構(gòu)分層控規(guī)中的上馬營片區(qū)小型公園綠地規(guī)劃布局編制內(nèi)容與技術(shù)方法體系,對上述研究內(nèi)容進行應(yīng)用探索。本文從小型公園綠地這一城市用地類型出發(fā),試圖緩解建成區(qū)公園綠地指標(biāo)較低、分布不均等問題,同時為控規(guī)階段的用地布局規(guī)劃提供一些參考,總結(jié)一些適用于關(guān)中城市建成區(qū)的小型公園綠地規(guī)劃布局的方法,以期為建成區(qū)土地使用布局決策提供參考依據(jù)。
[Abstract]:Under the background of urbanization in the whole country, the urban construction in Guanzhong has developed rapidly, especially in the center of the urban built-up area, the high density construction, the population concentration and the increase in the intensity of land use, etc., but at the same time, the urbanization is increasing rapidly. It also brings a series of problems to the city. The sprawl of the city and the increasing tension of the land have brought about the deterioration of the urban environment, the shortage of the land for park greening and the uneven distribution, which can not meet the needs of the people. At present, the construction of park green space has lagged behind the development of the city, and increasing the construction of urban park green space is an urgent problem to be solved at the present stage. Observing its appearance and considering its essence, the control and regulation stage is the important stage of controlling the park green space, which plays a direct role in the improvement of the urban environment, while the small park green space is an effective means to control the green space index and the layout of the green space in the built area, etc. As an important part of green space system, it will play an important role in people's production and life. Based on this, this paper combines the detailed planning of the built area (hereinafter referred to as the control plan) with the green space planning of the small park, and carries on the research on the layout of the green space planning of the small park under the technical system of stratified control planning. Firstly, the paper puts forward the question-defines the related concepts and research scope of the building area control and the small park green space planning, and on this basis carries on the investigation and research on the present situation of the park green space in the Guanzhong city of Shaanxi province. Put forward the problems existing in the green space system of Guanzhong Park; On the basis of deeply analyzing the contents of small park green space in the system of hierarchical control and planning, the relationship between the control rules and the small park green space is sorted out. This paper puts forward the analysis method of combining quantitative analysis and positioning to plan and layout the small park green space in the plot level in the control plan. Solve the problem-draw lessons from domestic and foreign experience and research results put forward a quantitative and positioning method of single factor planning layout research, in which the location of the layout method into the introduction of AHP analysis, quantitative analysis of it, It provides the basis for the decision of the nature of land use in the regulation of urban built-up area. This method is expected to achieve the goal of uniform distribution of park green space, increasing index, increasing quantity and close to the citizens. Finally, taking Shangmaying district of Baoji city as an example, this paper constructs the layout and technical method system of small park green space planning and layout in Shangmaying district, and explores the application of the above research contents. Based on the urban land use type of small park greenbelt, this paper tries to alleviate the problem of low index and uneven distribution of park green space in the built area, and at the same time provides some references for the planning of land use layout in the stage of control and planning. This paper summarizes some methods of planning and layout of small park greenbelt in Guanzhong urban area in order to provide a reference for the decision of land use layout in the built area.
