面向不確定性的紹興濱海工業(yè)區(qū)用地規(guī)劃實施評價研究
[Abstract]:The uncertainty of development environment is a realistic subject that must be faced in the process of planning implementation. With the deepening of the urbanization process, the economic society has entered a new stage of development, various new situations, new contradictions, new things continue to emerge, which has brought a profound impact on the urban planning work. Since the implementation of the Urban and Rural Planning Law, more and more attention has been paid to the evaluation of urban planning implementation, which has become an important component of urban master planning. It is necessary to study the theory and method of planning implementation evaluation for development uncertainty. From the practice of planning evaluation in China, due to the influence of government system and other factors, the research of planning implementation evaluation for development uncertainty is not much. With the accelerating pace of reform, various aspects of social economy have entered the critical period of transformation and upgrading, and the possibility of uncertainty in urban and rural development environment has greatly increased. Therefore, it is urgent to explore the implementation evaluation of dynamic planning under the uncertainty of development. Facing the new normal development under the new situation, facing the new challenge that the traditional advantage of industrial area is gradually lacking, The transformation of industrial zones in China from traditional industrial-oriented to integrated new urban areas characterized by innovation and high-end industrial clusters has become a universal law of development. In this paper, from the aspects of land implementation evaluation of coastal industrial zone, analysis of planning implementation mechanism and adjustment of land use planning under uncertainty of development, this paper tries to analyze the causes of deviation in planning implementation from the view of existing planning evaluation theory. The adaptive adjustment strategy of planning and the suggestions of planning revision are put forward, and some countermeasures are put forward for the coastal industrial zone under the new development situation.
