【摘要】：推進(jìn)"三規(guī)合一"已成為推進(jìn)新型城鎮(zhèn)化和加強(qiáng)城鎮(zhèn)化管理的重要手段,如何有效地實(shí)現(xiàn)"三規(guī)合一",一直備受關(guān)注。廣東省的廣州、河源和云浮三個(gè)試點(diǎn)市率先探索,針對"三規(guī)"在法理基礎(chǔ)、編制標(biāo)準(zhǔn)、技術(shù)手段和審批實(shí)施機(jī)制等方面的差異,分別從技術(shù)標(biāo)準(zhǔn)、行政管理、信息平臺(tái)和協(xié)作流程等方面探索"三規(guī)合一"。但從實(shí)踐效果看,依靠一兩種方式難以實(shí)現(xiàn)全面的"三規(guī)合一",必須將"三規(guī)合一"當(dāng)作一項(xiàng)系統(tǒng)性工作,通過行政、技術(shù)、信息和協(xié)作等多項(xiàng)手段綜合作用,才可能實(shí)現(xiàn)全面、有效和可持續(xù)的"三規(guī)合一"。
[Abstract]:The promotion of "three rules in one" has become an important means to promote the new type of urbanization and strengthen the management of urbanization. How to effectively realize the "three rules in one" has been paid close attention to. Guangzhou, Heyuan and Yunfu, three pilot cities in Guangdong Province, took the lead in exploring the differences between the "three rules" in terms of legal basis, compilation of standards, technical means and examination and approval mechanism, respectively, from technical standards and administrative management. Information platform and collaboration process explore the "three rules in one." However, from the point of view of practical effect, it is difficult to realize the comprehensive "three rules in one" by one or two ways, so "three rules in one" must be regarded as a systematic work, which can be integrated by administrative, technical, information and cooperation means. It is possible to achieve a comprehensive, effective and sustainable integration of the three rules.
