【摘要】：城市的健康有序發(fā)展離不開城市規(guī)劃的指導(dǎo),城市的可持續(xù)發(fā)展一方面對進社會經(jīng)濟的發(fā)展,一方面保障人民的安居樂業(yè)。城市的發(fā)展實際落腳點是各個規(guī)劃編制的實施,再細化就是各個建設(shè)項目的建設(shè),而對于建設(shè)項目的規(guī)劃批后管理是城市規(guī)劃實施的重要保證。隨著改革開放的深入我國經(jīng)濟迅猛發(fā)展,城市規(guī)模的快速擴大,城市建設(shè)速度加快,對于城市規(guī)劃的要求也不斷增加。由于傳統(tǒng)的規(guī)劃批后管理缺乏信息化、系統(tǒng)化、網(wǎng)絡(luò)化管理手段,管理方法和管理手段落后,嚴重制約了規(guī)劃批后管理的效能,阻礙了城市規(guī)劃管理對城市發(fā)展的保障作用。因此,構(gòu)建服務(wù)于規(guī)劃批后管理的信息系統(tǒng),具有重要的現(xiàn)實及理論意義�；谏鲜霰尘�,本文研究的主要內(nèi)容如下:(1)通過文獻研讀,對城市規(guī)劃管理的相關(guān)內(nèi)容與各個階段特征進行了分析,在此基礎(chǔ)上,對國內(nèi)各個主要城市的規(guī)劃實踐進行了研究,并總結(jié)過那種城市規(guī)劃管理的相關(guān)模式。(2)以蘇州規(guī)劃批后管理為例,分析了蘇州市的批后管理職能,并對傳統(tǒng)批后管理存在的問題進行了分析,總結(jié)了傳統(tǒng)批后管理弊端的原因,并提出了解決的對策。(3)結(jié)合蘇州市規(guī)劃批后管理工作需求,詳細論述了規(guī)劃監(jiān)察信息系統(tǒng)的構(gòu)架。研究以全市基礎(chǔ)空間地理數(shù)據(jù)庫和規(guī)劃信息數(shù)據(jù)庫為數(shù)據(jù)支撐,以規(guī)劃批后管理實際工作為主線,以服務(wù)建設(shè)單位為理念,實現(xiàn)建設(shè)項目與圖、臺賬、地理位置相關(guān)聯(lián),構(gòu)建集檔案存儲、臺賬記錄、圖標分析于一體的規(guī)劃監(jiān)察信息系統(tǒng)。(4)在上述研究基礎(chǔ)上,完成城市規(guī)劃監(jiān)察信息系統(tǒng)的構(gòu)建。本文的研究為規(guī)劃批后跟蹤管理的電子化應(yīng)用打開新的思路,實現(xiàn)高效規(guī)范管理,提高了規(guī)劃管理和服務(wù)的現(xiàn)代化水平。
[Abstract]:The healthy and orderly development of the city can not be separated from the guidance of urban planning. On the one hand, the sustainable development of the city will promote the social and economic development, on the other hand, the people will be guaranteed to live and work in peace and contentment. The actual foothold of urban development is the implementation of each planning system, and further refinement is the construction of each construction project, and the post-planning management of construction project is an important guarantee for the implementation of urban planning. With the deepening of reform and opening up, the rapid development of our economy, the rapid expansion of urban scale, the speed of urban construction, urban planning requirements are also increasing. Due to the lack of information, systematization, network management means, management methods and management methods, the effectiveness of post-planning management is seriously restricted, and the role of urban planning management in ensuring urban development is hindered. Therefore, it is of great practical and theoretical significance to construct an information system serving post-batch management. Based on the above background, the main contents of this paper are as follows: (1) through literature study, the related contents and characteristics of urban planning management are analyzed, and on this basis, the planning practice of major cities in China is studied. And summarized that kind of urban planning management related mode. (2) taking Suzhou planning post-approval management as an example, this paper analyzes the function of post-batch management in Suzhou, and analyzes the existing problems of traditional post-batch management. This paper summarizes the reasons of the malpractice of traditional post-batch management, and puts forward some countermeasures. (3) the framework of planning supervision information system is discussed in detail according to the requirement of planning post-batch management in Suzhou. The research takes the basic spatial geographic database and planning information database as the data support, takes the actual work of post-batch management as the main line, takes the service construction unit as the concept, realizes the construction project and the chart, the table account, the geographical position correlation, A planning monitoring information system which integrates file storage, account record and icon analysis is constructed. (4) on the basis of the above research, the construction of urban planning supervision information system is completed. The research in this paper opens up new ideas for the electronic application of planning post-batch tracking management, realizes efficient and standardized management, and improves the level of modernization of planning management and service.
