【摘要】：歷史街區(qū)及其建筑是城市發(fā)展的印記,是一定時期社會風(fēng)俗和生活方式的縮影,其深厚的文化底蘊構(gòu)成了城市個性面貌的活力源泉。近年來,隨著我國經(jīng)濟的不斷發(fā)展,人文水平的不斷提升,社會對歷史建筑的重視程度不斷加深。越來越多的城市更多的人們認(rèn)識到一座城市的歷史街區(qū)是一座城市的歷史遺產(chǎn)和精神財富,國內(nèi)各大城市的歷史街區(qū)保護、改造、開發(fā)工程也方興未艾。但是,很多城市在歷史街區(qū)大興土木的同時,也出現(xiàn)了很多問題,歷史街區(qū)改造項目也遇到諸多風(fēng)險。規(guī)劃合理、施工推進有序的歷史街區(qū)改造,可以使該歷史街區(qū)成為城市文化底蘊的展示窗口,成為城市發(fā)展變化的動力源泉,而建設(shè)不當(dāng)?shù)臍v史街區(qū)建設(shè)項目,不僅會使歷史街區(qū)失去原有的活力,有的甚至還會造成了無法挽回的損失。筆者結(jié)合煙臺市已經(jīng)開工的所城里街區(qū)改造項目,對歷史街區(qū)改造項目風(fēng)險管理問題進行研究。本文以項目風(fēng)險管理系統(tǒng)理論為依據(jù),主要采用了案例分析法、問卷調(diào)查法、層次分析法、模糊綜合評價法等幾種研究方法,對煙臺市所城里歷史街區(qū)項目的改造開發(fā)過程中可能出現(xiàn)的風(fēng)險,進行規(guī)劃、識別、評估以及提出相應(yīng)控制對策。風(fēng)險規(guī)劃環(huán)節(jié)主要采用案例分析法,分析出項目風(fēng)險的主要來源,風(fēng)險來源來自于項目建設(shè)前、項目建設(shè)中及項目建設(shè)后,由于項目已經(jīng)開工,著重分析項目中可能存在的風(fēng)險項。通過建立指標(biāo)體系,運用層次分析法確定項目的主要風(fēng)險有財務(wù)風(fēng)險、施工風(fēng)險,其后又對幾個主要風(fēng)險項目下包含的具體的項目投資風(fēng)險、項目融資風(fēng)險、項目進度風(fēng)險、項目施工風(fēng)險等做了著重分析。隨后,又通過模糊綜合評價法,對風(fēng)險項權(quán)重進行計算,從而確定項目的風(fēng)險控制等級。最后根據(jù)風(fēng)險等級高低不同、側(cè)重點不同,提出風(fēng)險控制的不同策略,并從四個方面論述了筆者對項目風(fēng)險控制的建議。本文通過對所城里項目風(fēng)險的識別、評估及分析,通過計算該項目風(fēng)險評價模型,得出該項目確實存在一定風(fēng)險,對財務(wù)風(fēng)險、施工風(fēng)險等主要風(fēng)險項,提出了回避、轉(zhuǎn)移、減輕、回避等應(yīng)對風(fēng)險的辦法。本文的創(chuàng)新之處在于將歷史街區(qū)改造理論與項目風(fēng)險管理理論相結(jié)合,筆者希望通過本文的寫作,總結(jié)出一套適用于我國歷史街區(qū)改造特點的理論體系,通過對所城里項目各項風(fēng)險值的分析期望達(dá)到降低該項目的風(fēng)險水平,提高社會資源合理利用率的效果。同時希望本文通過對該項目的分析,構(gòu)建一個比較完善的歷史街區(qū)改造項目風(fēng)險管理體系,就歷史街區(qū)改造項目風(fēng)險管理課題,提出了一些思考與建議,為其他類似項目的決策提供科學(xué)有效的方法與借鑒。
[Abstract]:City Historic District and the building is the mark of development, is the epitome of a certain period of social customs and way of life, its rich cultural heritage constitutes a source of vitality of city individuality appearance. In recent years, with the continuous development of China's economy, the continuous improvement of the level of human society, increasing emphasis on people of historic buildings. More and more city more aware of the city's historic district is a historical heritage and spiritual wealth of a city, historic district protection, the domestic each big city transformation, the development of engineering is just unfolding. However, many city historic district, be busy at putting up installations at the same time, there are also many problems, historical district renovation project also met a lot of risk. Reasonable planning, construction to promote the renovation of historical blocks and orderly, can make the historic district to become a cultural city of the display window, become a city development The power source of the construction, and improper historic district construction projects, will not only lose the vitality of the original Historic District, and some may even cause irreparable damage. With the combination of the City District of Yantai city reconstruction project has already started the research on urban redevelopment project risk management based on the theory of project risk. Management system as the basis, mainly adopts case analysis method, questionnaire survey method, AHP, fuzzy comprehensive evaluation method and other research methods, the Yantai City City Historic District project transformation in the development process of possible risks, planning, identification, evaluation and put forward the corresponding control measures. The planning section mainly uses the risk case analysis, analysis of the main source of project risk, the risk comes from the project construction, project construction and project construction, the project has been The project started, focuses on the analysis of possible risks. Through the establishment of index system, using AHP to determine the main risks of project financial risk, construction risk, then the risk of several major projects include the specific project investment risk, financing risk, project risk, project construction risk etc. emphatically analysis. Then, through the fuzzy comprehensive evaluation method, the risk weight is calculated to determine the level of risk control of the project. Finally, according to the level of risk level is different, different, different strategies of risk control, and from the four aspects of the project risk control suggestions through the recognition of the city. Project risk, evaluation and analysis, through the calculation of risk assessment of the project, the project does exist a certain risk, financial risk, construction risk etc. The risk, put forward to avoid, reduce, transfer, avoidance of risk response measures. The innovation of this paper lies in the theory of risk management theory and urban redevelopment project combination, the author hopes that through this writing, summed up a theoretical system for China's historic transformation characteristics, through the analysis of expectations the risk value of the city project to reduce the project risk level, improve the resource utilization rate of the society. I also hope this paper through the analysis of the project, construction of a historic district perfect reconstruction project risk management system, risk management on the subject of historic district renovation project, puts forward some thoughts and suggestions and to provide scientific and effective methods and reference for other similar project decisions.
