【摘要】：快速城市化背景下,中國出現(xiàn)了大批政策集聚、資金投入密集的新區(qū)(示范區(qū)、高新區(qū)等形式)。這些地區(qū)往往是在城市規(guī)劃的指導(dǎo)下建設(shè)形成的,只有保證規(guī)劃實施效果才能體現(xiàn)規(guī)劃的作用。而現(xiàn)階段如何有效評估規(guī)劃對于城市及其新區(qū)發(fā)展的作用,已經(jīng)成為我國現(xiàn)階段重要的規(guī)劃議題。雖然我國對城市規(guī)劃實施評估越來越予以重視,但對于城市新區(qū)的規(guī)劃實施評估的研究又相對缺乏,因此亟須建立一套適用性較強的規(guī)劃實施評估體系,有效地管控和優(yōu)化其規(guī)劃實施過程與結(jié)果,以保障規(guī)劃政策和建設(shè)目標(biāo)的貫徹落實。本論文以東湖國家自主創(chuàng)新示范區(qū)的總體規(guī)劃實施為研究對象,基于理論研究與實證研究相結(jié)合的總體思路,通過對國內(nèi)、外規(guī)劃實施評估相關(guān)研究的梳理,并結(jié)合示范區(qū)自身的發(fā)展特征,構(gòu)建了東湖示范區(qū)總體規(guī)劃實施的評估體系,然后應(yīng)用于示范區(qū)的實證研究之中。本論文的核心內(nèi)容由三部分構(gòu)成。第一部分是評估體系的構(gòu)建,包括論文的第2、3、4章。第2章是通過國內(nèi)外相關(guān)研究綜述,總結(jié)實施評估的理論、方法與具體實踐以及對城市新區(qū)的規(guī)劃實施評估的相關(guān)研究,明確了規(guī)劃實施結(jié)果和規(guī)劃實施過程的評估是為重點。第3章則通過總結(jié)、歸納示范區(qū)總體規(guī)劃的主體內(nèi)容,并與常規(guī)的城市總體規(guī)劃進(jìn)行對比,發(fā)掘兩者的差異,為選取評估內(nèi)容提供依據(jù)。第4章明確了規(guī)劃實施評估的對象、原則、重點以及目的,并選取多種評估方法綜合應(yīng)用于實證研究之中;重點對評估指標(biāo)進(jìn)行合理篩選,并對進(jìn)行指標(biāo)權(quán)重賦值及量化,最終通過建立數(shù)學(xué)模型判定評估結(jié)果。第二部分是東湖示范區(qū)的實證研究,主要是論文的第5章,利用所構(gòu)建的評估體系,從規(guī)劃實施結(jié)果和規(guī)劃實施過程兩個層面,分別對示范區(qū)總體規(guī)劃的經(jīng)濟社會發(fā)展目標(biāo)、產(chǎn)業(yè)發(fā)展與創(chuàng)新能力、用地功能與結(jié)構(gòu)、交通與市政基礎(chǔ)設(shè)施、綠地與生態(tài)系統(tǒng)、直接與間接性政策等方面進(jìn)行具體評估,并得出評估結(jié)論。第三部分是總結(jié)問題及探索相應(yīng)對策,主要是論文的第6章,基于評估過程和評估結(jié)論,總結(jié)示范區(qū)總體規(guī)劃實施以來各個層面的問題,并分析總規(guī)實施的影響因素,最后針對示范區(qū)總體規(guī)劃下一步的修編以及如何有效實施提出建議�？傊�,本論文希冀利用理論的探索與實證研究,為我國其他示范區(qū)、高新區(qū)的總體規(guī)劃實施評估工作提供借鑒與參考。
[Abstract]:In the context of rapid urbanization, China has witnessed a large number of policy agglomerations and intensive investment in new zones (demonstration zones, high-tech zones, etc.). These areas are often constructed under the guidance of urban planning. Only by ensuring the effect of planning implementation can the effect of planning be realized. At this stage, how to effectively evaluate the effect of planning on the development of cities and their new districts, Although our country pays more and more attention to the evaluation of urban planning implementation, there is a relatively lack of research on the evaluation of urban planning implementation in new urban areas. Therefore, it is urgent to establish a suitable planning implementation evaluation system to effectively control and optimize the planning implementation process and results. In order to ensure the implementation of planning policies and construction objectives, this paper takes the overall planning implementation of the East Lake National Independent Innovation demonstration Zone as the research object, based on the general idea of combining theoretical research with empirical research, through the domestic, Combined with the characteristics of the development of the demonstration area itself, the evaluation system of the overall planning and implementation of the East Lake demonstration area is constructed. The core content of this paper is composed of three parts. The first part is the construction of evaluation system, including chapter 2 and chapter 3 of the paper. Chapter 2 is a summary of relevant research at home and abroad. This paper summarizes the theory, methods and practice of implementation evaluation and the relevant research on planning implementation evaluation of new urban areas, and clarifies the results of planning implementation and the evaluation of planning implementation process. Chapter 3 summarizes the results of planning implementation and the evaluation of planning implementation process. The main contents of the master plan of the demonstration area are summarized, and compared with the conventional urban master plan, the differences between the two are explored to provide the basis for selecting the evaluation content. Chapter 4 defines the object, principle, emphasis and purpose of the evaluation of the planning implementation. And select a variety of evaluation methods to apply in the empirical research, focus on the evaluation of the reasonable selection of indicators, and the index weight assignment and quantification, The second part is the empirical study of the East Lake demonstration area, mainly the fifth chapter of the paper, using the evaluation system, from the planning implementation results and the planning implementation process two levels. The economic and social development objectives, industrial development and innovation capability, land use function and structure, transportation and municipal infrastructure, green space and ecosystem, direct and indirect policies, etc., of the overall planning of the demonstration area are respectively evaluated. The third part is to sum up the problems and explore the corresponding countermeasures, mainly the sixth chapter of the paper, based on the evaluation process and evaluation conclusions, summarizes the model area since the implementation of the overall plan of the various levels of problems, Finally, some suggestions are put forward for the next revision of the overall planning of the demonstration area and how to implement it effectively. In a word, this paper hopes to use the theoretical exploration and empirical research, for other demonstration areas in China. The overall plan implementation evaluation of the high-tech zone provides reference and reference.
