【摘要】：隨著我國(guó)市場(chǎng)經(jīng)濟(jì)的快速發(fā)展,建筑行業(yè)一直突出的誠(chéng)信問(wèn)題顯得愈發(fā)嚴(yán)重,建筑市場(chǎng)中各方主體的不誠(chéng)信行為已經(jīng)成為制約建筑市場(chǎng)健康發(fā)展的重要因素。為了解決這個(gè)問(wèn)題,住建部和全國(guó)各地政府都在大力推進(jìn)建筑業(yè)誠(chéng)信評(píng)價(jià)體系的建設(shè),但是從目前的狀況來(lái)看,建筑業(yè)誠(chéng)信評(píng)價(jià)體系的建設(shè)還能有很大的發(fā)展空間。而建筑施工企業(yè)作為建筑行業(yè)中一個(gè)非常特殊的角色,建設(shè)建筑施工企業(yè)誠(chéng)信評(píng)價(jià)體系是建設(shè)建筑業(yè)誠(chéng)信評(píng)價(jià)體系的重要前提和基礎(chǔ),所以本文對(duì)建筑施工企業(yè)的誠(chéng)信評(píng)價(jià)體系的構(gòu)建和實(shí)施做了初步的研究。本文首先介紹了研究背景和研究目的以及國(guó)內(nèi)外研究現(xiàn)狀,接著討論了本文的研究?jī)?nèi)容與框架。緊接著闡述了建筑施工企業(yè)誠(chéng)信評(píng)價(jià)體系的相關(guān)理論,然后在這些理論的基礎(chǔ)上,本文選取了全國(guó)住建部和三個(gè)有代表性的城市:廣州、重慶、深圳,通過(guò)將它們現(xiàn)有的建筑施工企業(yè)的誠(chéng)信評(píng)價(jià)體系的建設(shè)現(xiàn)狀進(jìn)行分析和對(duì)比,總結(jié)出建筑施工企業(yè)誠(chéng)信評(píng)價(jià)體系現(xiàn)有的問(wèn)題。最后本文構(gòu)建了建筑施工企業(yè)的誠(chéng)信評(píng)價(jià)體系,并給出了建筑施工企業(yè)在誠(chéng)信評(píng)價(jià)體系實(shí)施中的具體環(huán)節(jié)。本文建立了建筑施工企業(yè)的誠(chéng)信評(píng)價(jià)體系包括誠(chéng)信評(píng)價(jià)指標(biāo)體系的構(gòu)建和建立了基于層次分析法和計(jì)分法的誠(chéng)信評(píng)價(jià)模型以及對(duì)誠(chéng)信信息監(jiān)管平臺(tái)的設(shè)計(jì),提出了具體的評(píng)價(jià)指標(biāo)和評(píng)價(jià)方法,并給誠(chéng)信評(píng)價(jià)體系建設(shè)實(shí)施中的具體環(huán)節(jié),具有較強(qiáng)的實(shí)用性和可操作性,希望能給建設(shè)行政主管部門(mén)提供一定的參考。
[Abstract]:With the rapid development of market economy in our country, the problem of honesty and credit that has been prominent in the construction industry has become more and more serious. The dishonesty behavior of all parties in the construction market has become an important factor restricting the healthy development of the construction market. In order to solve this problem, the Ministry of Housing and Construction and the governments throughout the country are vigorously promoting the construction of the construction industry integrity evaluation system. However, judging from the current situation, the construction of the integrity evaluation system of the construction industry can still have a lot of room for development. And construction enterprises as a very special role in the construction industry, The construction construction enterprise credit appraisal system is the important premise and the foundation of the construction industry credit appraisal system. Therefore, this paper makes a preliminary study on the construction and implementation of the integrity evaluation system of construction enterprises. Firstly, this paper introduces the research background and research purpose, as well as the current research situation at home and abroad. Then it discusses the research content and framework of this paper. Then it expounds the relevant theories of the credit evaluation system of construction enterprises, and then on the basis of these theories, this paper selects the national housing ministry and three representative cities: Guangzhou. Chongqing, Shenzhen, by analyzing and comparing the construction status quo of their existing construction enterprises' credit evaluation system, This paper summarizes the existing problems in the credit evaluation system of construction enterprises. Finally, this paper constructs the credit evaluation system of construction enterprises. In this paper, the integrity evaluation system of construction enterprises is established, including the construction of credit evaluation index system and the establishment of AHP and calculation. The credit evaluation model of the method and the design of the integrity information supervision platform, The concrete evaluation index and evaluation method are put forward, and the concrete links in the construction and implementation of the credit evaluation system are put forward, which have strong practicability and maneuverability. It is hoped that it can provide some references to the administrative departments in charge of construction.
