【摘要】：城市總體規(guī)劃作為城市建設(shè)發(fā)展的綱領(lǐng)性文件,在我國(guó)城鄉(xiāng)規(guī)劃體系中發(fā)揮著決定性作用;規(guī)劃實(shí)施評(píng)估是對(duì)規(guī)劃質(zhì)量的綜合檢測(cè),是城市規(guī)劃工作體系必不可少的重要環(huán)節(jié)。國(guó)家新型城鎮(zhèn)化發(fā)展規(guī)劃的頒布,確立了城市發(fā)展的新思路、新方式與新路徑,推進(jìn)了城市由外延式擴(kuò)張向內(nèi)涵式增長(zhǎng)發(fā)展轉(zhuǎn)變的進(jìn)程,即城市發(fā)展轉(zhuǎn)型的過(guò)程;同時(shí)我國(guó)城鎮(zhèn)化還處于快速穩(wěn)定的發(fā)展階段,城市經(jīng)濟(jì)、社會(huì)和生態(tài)環(huán)境正在發(fā)生著深刻變化。在此背景下,城市總體規(guī)劃面臨著城鎮(zhèn)化持續(xù)發(fā)展和城市轉(zhuǎn)型的雙重挑戰(zhàn),總體規(guī)劃發(fā)展目標(biāo)面臨著考驗(yàn),規(guī)劃的實(shí)效性、可操作性和可持續(xù)性能否與時(shí)俱進(jìn)值得反省檢討,適時(shí)的開(kāi)展總體規(guī)劃實(shí)施評(píng)估工作不可或缺。文章在這一特定環(huán)境下展開(kāi)對(duì)城市總體規(guī)劃實(shí)施評(píng)估探究,是城市科學(xué)發(fā)展研究中的一次嘗試與探索。本文從城市轉(zhuǎn)型、城市規(guī)劃實(shí)施評(píng)估等核心概念闡釋著手,分析了資源型城市轉(zhuǎn)型發(fā)展規(guī)律和城市規(guī)劃實(shí)施評(píng)估的主要目的,歸納總結(jié)了典型資源型城市轉(zhuǎn)型的機(jī)制與路徑、城市規(guī)劃實(shí)施評(píng)估的內(nèi)容與方法,在此基礎(chǔ)上探討了城市轉(zhuǎn)型發(fā)展與總體規(guī)劃的內(nèi)在聯(lián)系。接著對(duì)銅川城市發(fā)展現(xiàn)狀、現(xiàn)行總體規(guī)劃進(jìn)行了解讀,得出銅川城市資源產(chǎn)業(yè)主導(dǎo)經(jīng)濟(jì)、資源衰退不可持續(xù)、空間發(fā)展受限的典型特征與主要問(wèn)題。進(jìn)而選擇以城市規(guī)劃的公共利益為評(píng)估價(jià)值觀,以規(guī)劃實(shí)施效果、實(shí)施過(guò)程、規(guī)劃的可持續(xù)性為評(píng)估維度,以總體規(guī)劃強(qiáng)制性內(nèi)容、城市轉(zhuǎn)型與可持續(xù)發(fā)展和規(guī)劃的社會(huì)滿意度為評(píng)估重點(diǎn)展開(kāi)指標(biāo)設(shè)計(jì),并運(yùn)用隸屬度判斷、相關(guān)性分析、效度與信度檢測(cè)進(jìn)行指標(biāo)篩選,構(gòu)建一套資源型城市總體規(guī)劃實(shí)施評(píng)估指標(biāo)體系。最后對(duì)《銅川城市總體規(guī)劃(2005-2020)》展開(kāi)實(shí)踐檢測(cè),判定了城市總體規(guī)劃整體實(shí)施狀況良好、實(shí)施結(jié)果影響因素多元的主要結(jié)論,進(jìn)一步探討了銅川城市轉(zhuǎn)型發(fā)展的基本路徑,提出了城市對(duì)外融入?yún)^(qū)域——對(duì)接西安大都市圈、對(duì)內(nèi)優(yōu)化功能——推進(jìn)城市全面轉(zhuǎn)型的發(fā)展建議,并結(jié)合城市總體規(guī)劃修編予以細(xì)化。
[Abstract]:As a programmatic document of urban construction and development, urban master planning plays a decisive role in China's urban and rural planning system. The promulgation of the national new urbanization development plan has established new ideas, new ways and new paths for urban development. It has promoted the process of city development from extension expansion to implicit growth and development, that is, the process of urban development transformation. At the same time, China's urbanization is still in a rapid and stable stage of development, urban economy, The social and ecological environment are undergoing profound changes. Under this background, the urban master planning is facing the dual challenges of the sustainable development of urbanization and the urban transformation, and the development goal of the overall planning is facing the test and the effectiveness of the planning. Whether the maneuverability and sustainability can keep pace with the times is worth introspection and review, and it is indispensable to carry out the evaluation of the implementation of the master plan in good time. It is an attempt and exploration in the study of urban scientific development. This paper begins with the core concepts of urban transformation, urban planning implementation evaluation, and analyzes the law of the transformation and development of resource-based cities and the main purpose of urban planning implementation evaluation. This paper summarizes the mechanism and path of the transformation of typical resource-based cities, the contents and methods of urban planning implementation evaluation, and discusses the internal relationship between the urban transformation development and the overall planning on the basis of this, and then discusses the current situation of Tongchuan city development. Based on the analysis of the current master plan, the typical characteristics and main problems of Tongchuan city resources industry leading economy, the resource recession being unsustainable, and the space development limitation are obtained, and then the public interests of the urban planning are chosen as the evaluation values. The evaluation focuses on planning implementation effect, implementation process, planning sustainability, mandatory content of overall planning, urban transformation and sustainable development and social satisfaction of planning. Correlation analysis, validity and reliability test were carried out to screen the indicators, and a set of evaluation index system for the implementation of resource-based urban master planning was constructed. Finally, practical tests were carried out on Tongchuan City Master Plan 2005-2020 >. This paper determines the main conclusions that the overall implementation of the urban master plan is good and that the factors influencing the implementation result are multiple, and further discusses the basic path of the transformation and development of Tongchuan city, and puts forward the integration of the city into the regional-docking Xi'an Metropolitan area. Internal optimization function-to promote the overall transformation of the city development proposals, and combined with the overall urban planning revision to be refined.
