【摘要】：自進入二十一世紀以來,我國已經(jīng)邁入快速老齡化社會,龐大的老齡人口基數(shù)和迅速攀升的老齡人口比例給社會養(yǎng)老事業(yè)帶來前所未有的壓力和挑戰(zhàn)。傳統(tǒng)的家庭式養(yǎng)老在日益增加的老齡人口和日益增長的老齡人生活質(zhì)量要求面前,顯得愈發(fā)不足。因此,社會化養(yǎng)老成為我國養(yǎng)老的主流趨勢。在我國,社會化養(yǎng)老包括居家養(yǎng)老和機構(gòu)養(yǎng)老。老人以家庭為居住單元,并接受社會提供的養(yǎng)老服務,這種方式即為居家養(yǎng)老。而機構(gòu)養(yǎng)老是指老齡人從家進入養(yǎng)老機構(gòu),融入新的老齡人群環(huán)境,并由機構(gòu)提供養(yǎng)老服務。在機構(gòu)養(yǎng)老模式中,養(yǎng)老社區(qū)這一養(yǎng)老方式在國內(nèi)外發(fā)展迅速,它從老年人需求和身心特點出發(fā),不僅具有居住功能,還能為老年人提供所需的生活照顧服務及豐富的文體活動。養(yǎng)老社區(qū)率先在北京、上海、云南等地建成和運營,就發(fā)展狀況而言,養(yǎng)老社區(qū)建設還處于上升期,在經(jīng)營管理、理念,尤其是規(guī)劃設計方面還不成熟。作為老齡化嚴重的天津,不僅存在上述問題,也存在養(yǎng)老社區(qū)剛剛起步,養(yǎng)老社區(qū)規(guī)劃缺少指導等問題,本研究綜合了國外休閑農(nóng)業(yè)、國內(nèi)農(nóng)家式養(yǎng)老模式等研究,試圖引入都市農(nóng)莊的相關理論,通過對現(xiàn)階段中國養(yǎng)老社區(qū)的規(guī)劃分析,構(gòu)建基于都市農(nóng)莊模式的養(yǎng)老社區(qū)規(guī)劃策略。本論文的目的是通過國內(nèi)外規(guī)劃要點分析和案例研究,為天津市養(yǎng)老社區(qū)規(guī)劃提供意見和建議。本論文共包括緒論、正文和結(jié)語三大部分。論文的緒論部分介紹了論文的緣起和意義,相關概念介紹,國內(nèi)外研究綜述,研究方法和結(jié)構(gòu)等方面的內(nèi)容。正文部分是第二、三、四、五章。首先,從源起背景、發(fā)展狀況、開發(fā)模式和發(fā)展趨勢四個方面梳理了國內(nèi)外養(yǎng)老社區(qū)發(fā)展進程。其次,通過文獻查詢,結(jié)合調(diào)查問卷,分析了國內(nèi)外養(yǎng)老社區(qū)的現(xiàn)狀,一方面,中國老齡化形勢不斷加劇,另一方面,隨著人民生活水平的提高,社會對老年人生活要求質(zhì)量攀升,老年人對具有都市農(nóng)莊特征的養(yǎng)老社區(qū)呼聲很大,而社會養(yǎng)老事業(yè)發(fā)展尚不成熟,難以滿足社會養(yǎng)老社區(qū)的剛性需求,關于養(yǎng)老社區(qū)規(guī)劃的研究還在起步階段。再次,以規(guī)劃要點為研究重點,結(jié)合國內(nèi)外案例研究,提出了基于都市農(nóng)莊理念的新型養(yǎng)老社區(qū)模式,并結(jié)合國內(nèi)外經(jīng)典案例,從宏觀規(guī)劃及微觀設計方案兩大方面對進行分析了,得出了相關規(guī)劃經(jīng)驗。最后,基于以上分析,提出了針對現(xiàn)階段中國養(yǎng)老社區(qū)規(guī)劃對策。
[Abstract]:Since 21th century, China has entered a rapidly aging society. The huge aging population base and the rapidly rising proportion of the aged population bring unprecedented pressure and challenge to the social old-age service. The traditional family old-age support is facing the increasing number of the aged population and the increasing quality of life of the aged people. As a result, socialized old-age support has become the mainstream trend in China. In our country, socialized old-age care includes home and institutional old-age care. The elderly take the family as their living unit and receive the pension services provided by the society. This kind of way is to provide for the aged at home. And the institutional old-age care means that the elderly enter the old-age institution from home, melt into the new environment of the aged, and provide the old-age service by the institution. In the mode of institutional old-age, The community for the aged is developing rapidly at home and abroad. It not only has the function of living, but also takes into account the needs of the elderly and the characteristics of their bodies and minds. It can also provide the elderly with the necessary living care services and rich cultural and cultural activities. The old-age community was the first to be built and operated in Beijing, Shanghai, Yunnan and other places. In terms of the development situation, the construction of the old-age care community is still in an upward period, and it is operating and managing. As a serious aging Tianjin, there are not only the above problems, but also the problems such as the pension community just started, the lack of guidance in the planning of the pension community, and so on. This study synthesizes the leisure agriculture abroad. In this paper, the author tries to introduce the theory of urban farm, through the analysis of the planning of the pension community in China at the present stage. The purpose of this paper is to provide advice and suggestions for Tianjin pension community planning through the analysis of the main points of planning at home and abroad and the case study. The introduction part of the paper introduces the origin and significance of the paper, related concepts, domestic and foreign research review, research methods and structure. The main body is the second, third, fourth, and fifth chapters. From the origin of the background, development situation, development model and development trend of four aspects of the development process of the old-age community at home and abroad. Secondly, through literature inquiries, combined with the questionnaire, analyzed the current situation of the pension community at home and abroad, on the one hand, The aging situation in China is getting worse. On the other hand, with the improvement of the standard of living of the people, the social demands on the quality of life of the elderly are rising, and the elderly have a strong voice for the elderly community with the characteristics of urban farms. However, the development of social endowment service is still immature, and it is difficult to meet the rigid demand of the community for the aged. The research on the planning of the community for the aged is still in its infancy. Thirdly, taking the main points of planning as the research focus and combining with the case studies at home and abroad, This paper puts forward a new mode of old-age community based on the concept of urban farm, and analyzes it from two aspects of macroscopic planning and micro-design scheme, combining with the classic cases at home and abroad. Finally, based on the above analysis, the author obtains the relevant planning experience. This paper puts forward some countermeasures for the planning of the pension community in China at the present stage.
