【摘要】:隨著經(jīng)濟(jì)快速發(fā)展,城市化進(jìn)程不斷加快,城市面貌日新月異,然而城市化進(jìn)程中一直被忽略的城市排澇問題卻越來越成為影響城市安全的一個重要隱患。尤其是近5-10年,我國大部分特大、大型城市均遭受過“水漫金山”,外表光鮮的現(xiàn)代化城市在暴雨來臨瞬間原形畢露,“城市看海”成為了一個網(wǎng)絡(luò)熱詞,擾亂了城市的正常秩序,危及市民的人身財產(chǎn)安全。如何應(yīng)對城市內(nèi)澇,提升排澇防澇能力,保障城市安全成為一個亟須解決的課題。本文以城市排澇為研究對象,在2014年國務(wù)院出臺的《城鎮(zhèn)排水與污水處理條例》對城市排水提出更高要求的大背景下,從城市排澇的政策、管理和技術(shù)三個層面入手,通過對三大層面的成因分析:如排水設(shè)計標(biāo)準(zhǔn)不高,存在“以排為主”的理念偏差,如城市發(fā)展土地開發(fā)利用程度與系統(tǒng)性排水規(guī)劃和建設(shè)不配套,如排水設(shè)施管理養(yǎng)護(hù)缺失,如新技術(shù)應(yīng)用不足等。通過借鑒國內(nèi)外成熟經(jīng)驗和技術(shù),結(jié)合現(xiàn)狀,運用數(shù)理統(tǒng)計和模型計算等研究方法,提出如何從城市排澇的政策、管理、技術(shù)三方面入手,如何建立“蓄、滯、滲、排”四位一體的排澇理念,進(jìn)一步落實住建部提出的“海綿城市”概念,提升城市排澇技術(shù)和手段,建立城市防澇體系來緩解城市內(nèi)澇,提高城市防澇排澇能力。最后以杭州城市排澇為實例,通過歷史資料的統(tǒng)計進(jìn)行內(nèi)澇風(fēng)險評估LID(Low Impact Development)技術(shù)數(shù)學(xué)模型的量化分析以及新技術(shù)新工藝的應(yīng)用,對前文提出的政策、管理、技術(shù)三方面進(jìn)行論證,并通過了實踐的考驗,初步提升了城市排澇防澇能力,也驗證了研究成果的有效性和可行性。
[Abstract]:With the rapid development of economy, the process of urbanization is accelerating, and the appearance of the city is changing with each passing day. However, the problem of urban waterlogging, which has been neglected in the process of urbanization, has increasingly become an important hidden danger affecting the safety of cities, especially in recent 5-10 years, most of our country is extraordinarily large. Large cities have suffered from "overflowing Jinshan", the appearance of the modern city in the appearance of the arrival of rainstorms, "City to look at the sea" has become a hot word of the network, disrupting the normal order of the city. How to deal with urban waterlogging, how to improve the ability of waterlogging and waterlogging prevention, and how to protect urban safety has become an urgent problem to be solved. This paper takes urban waterlogging as the research object. In 2014, the regulations on Urban drainage and sewage treatment issued by the State Council put forward higher requirements for urban drainage, starting with the policy, management and technology of urban drainage. Through the analysis of three levels of causes: such as drainage design standards are not high, there is a "drainage mainly" concept deviation, such as urban development and land use degree and systematic drainage planning and construction do not match. Such as the lack of maintenance of drainage facilities management, such as inadequate application of new technologies. Through the use of domestic and foreign mature experience and technology, combined with the current situation, the use of mathematical statistics and model calculation and other research methods. This paper puts forward how to start with the policy, management and technology of urban waterlogging, how to establish the concept of "storage, stagnation, seepage and drainage", and how to further implement the concept of "sponge city" put forward by the Ministry of Housing and Construction. To improve the technology and means of urban waterlogging drainage, to establish urban waterlogging prevention system to alleviate urban waterlogging, improve the ability of urban waterlogging prevention and drainage. Finally, take Hangzhou city waterlogging as an example. Based on the statistics of historical data, the quantitative analysis of the mathematical model of LID(Low Impact development and the application of new technology and new technology are carried out. This paper demonstrates the policy, management and technology mentioned above, and has passed the test of practice, which has preliminarily improved the ability of urban waterlogging and waterlogging prevention, and also verified the validity and feasibility of the research results.
