【摘要】：在城市化率達(dá)到50%以后,中國(guó)城市的發(fā)展面臨諸多問(wèn)題。國(guó)外城市的發(fā)展經(jīng)驗(yàn)和規(guī)劃前沿研究的成果都表明,在復(fù)雜不確定的全球化背景下,中國(guó)城市必須具備應(yīng)對(duì)干擾和變化的能力,城市發(fā)展與規(guī)劃研究需要彈性新思維。研究采用理論思考與實(shí)踐研究相結(jié)合的方法,通過(guò)資料分析和案例研究,判斷彈性理論在我國(guó)的適用性；建立彈性思維觀(guān)以重新認(rèn)識(shí)城市系統(tǒng)；探索彈性城市的美好愿景、轉(zhuǎn)型途徑與實(shí)踐創(chuàng)新；思考彈性城市的規(guī)劃理念與方法。通過(guò)資料分析,指出對(duì)彈性城市與規(guī)劃的關(guān)注度正在上升,彈性城市與規(guī)劃正在成為城市規(guī)劃新的研究領(lǐng)域。闡述了西方對(duì)彈性概念的認(rèn)知?dú)v程,指出應(yīng)建立彈性思維觀(guān)來(lái)重新認(rèn)識(shí)城市系統(tǒng),分析了城市彈性的七個(gè)關(guān)鍵要素：恢復(fù)能力、連通性、社會(huì)資本、適應(yīng)能力、魯棒性、靈活性和轉(zhuǎn)型能力,并在此基礎(chǔ)上提出城市彈性的認(rèn)識(shí)論：在分析城市的動(dòng)態(tài)變化時(shí),應(yīng)將社會(huì)和生態(tài)系統(tǒng)相結(jié)合；重視城市風(fēng)險(xiǎn)與脆弱性研究,避免城市受到毀滅性打擊；在復(fù)雜多變的環(huán)境下,有效應(yīng)對(duì)城市發(fā)展面臨的不確定性和危機(jī)。提出了在中國(guó)的現(xiàn)實(shí)背景下,建設(shè)彈性城市的目標(biāo)以及相應(yīng)的轉(zhuǎn)型途徑：經(jīng)濟(jì)多元、社會(huì)協(xié)同、生態(tài)共生。并以此為基礎(chǔ),探討了建立彈性城市的方法論：加強(qiáng)新陳代謝流研究,提高城市功能和生活質(zhì)量；完善城市社會(huì)和生態(tài)系統(tǒng)的協(xié)同機(jī)制；建立彈性規(guī)劃,促進(jìn)社會(huì)學(xué)習(xí)和協(xié)作。并針對(duì)中國(guó)城市發(fā)展閾值階段的現(xiàn)象和問(wèn)題,從彈性思維的角度分析了氣候彈性城市和可持續(xù)發(fā)展的公交城市等創(chuàng)新性實(shí)踐。在思考彈性與規(guī)劃兩者關(guān)系的基礎(chǔ)上,分析了彈性對(duì)規(guī)劃革新的啟示。指出最重要的是帶來(lái)了規(guī)劃理念的轉(zhuǎn)變,認(rèn)為彈性規(guī)劃的核心是提高城市適應(yīng)能力、自組織能力和轉(zhuǎn)型能力,目的是為不確定的未來(lái)而規(guī)劃,力求無(wú)憾。最后,從拓展規(guī)劃研究?jī)?nèi)容、改進(jìn)規(guī)劃方法和評(píng)估方法等方面展開(kāi)了探討。在規(guī)劃研究?jī)?nèi)容方面,提出應(yīng)結(jié)合中國(guó)城市發(fā)展動(dòng)態(tài),加強(qiáng)城市彈性的四個(gè)主題研究：城市新陳代謝流研究、城市管治研究、社會(huì)動(dòng)態(tài)研究和建成環(huán)境研究；同時(shí)提出了四大城市彈性能力指數(shù)：生態(tài)彈性指數(shù)、經(jīng)濟(jì)彈性指數(shù)、社會(huì)彈性指數(shù)和空間彈性指數(shù)。在規(guī)劃方法方面,初步構(gòu)建了彈性規(guī)劃方法論框架。在規(guī)劃評(píng)價(jià)方面,嘗試提出了彈性規(guī)劃的評(píng)估框架,包括七個(gè)評(píng)估步驟、七大評(píng)估要素和以及相應(yīng)的評(píng)估問(wèn)題和評(píng)估指數(shù)。
