【摘要】：一國(guó)金融監(jiān)管架構(gòu)和監(jiān)管重點(diǎn),與該國(guó)金融結(jié)構(gòu)和金融風(fēng)險(xiǎn)的特性有密切關(guān)系。金融監(jiān)管改革的基本邏輯是,金融結(jié)構(gòu)漸進(jìn)式、趨勢(shì)性調(diào)整和由此引起的金融風(fēng)險(xiǎn)變化。當(dāng)前,中國(guó)金融結(jié)構(gòu)變化導(dǎo)致金融風(fēng)險(xiǎn)的來(lái)源發(fā)生重大變化,金融風(fēng)險(xiǎn)的性質(zhì)和結(jié)構(gòu)亦由此發(fā)生重要變化。中國(guó)金融監(jiān)管改革的基本要點(diǎn)是:監(jiān)管模式上,實(shí)現(xiàn)微觀審慎監(jiān)管與宏觀審慎政策的協(xié)調(diào)和功能上的一致;監(jiān)管架構(gòu)上,在功能調(diào)整后的央行和賦予微觀審慎監(jiān)管功能的金融監(jiān)督管理委員會(huì)的基礎(chǔ)上,構(gòu)建具有"雙峰"形態(tài)的監(jiān)管架構(gòu);監(jiān)管重點(diǎn)從資本監(jiān)管逐漸調(diào)整為資本監(jiān)管與透明度監(jiān)管并重;監(jiān)管方式從傳統(tǒng)監(jiān)管逐步過(guò)渡到智能監(jiān)管與傳統(tǒng)監(jiān)管相結(jié)合并漸進(jìn)至以智能監(jiān)管為主。
[Abstract]:The financial regulatory structure and regulatory focus of a country are closely related to the financial structure and the characteristics of financial risk in a country. The basic logic of financial supervision reform is the gradual adjustment of financial structure, the adjustment of trend and the change of financial risk caused by it. At present, the change of financial structure in China has led to great changes in the source of financial risk, and the nature and structure of financial risk have also undergone important changes. The basic points of China's financial supervision reform are as follows: in the regulatory mode, to realize the coordination and functional consistency between micro-prudential supervision and macro-prudential policy; in the regulatory framework, on the basis of the functional adjustment of the central bank and the financial supervision and management committee entrusted with micro-prudential supervision function, the regulatory structure with "bimodal" form is constructed, and the supervision focus is gradually adjusted from capital supervision to capital supervision and transparency supervision; The supervision mode gradually changes from the traditional supervision to the combination of the intelligent supervision and the traditional supervision, and gradually to the intelligent supervision.
