【摘要】：隨著人民幣國際化的逐步深化,資本項目逐漸實現(xiàn)可兌換,跨境人民幣業(yè)務(wù)迅猛發(fā)展,跨境流動資金結(jié)算量大幅上升,跨境收支涉及的境外地域范圍不斷擴大,人民幣在國際上的使用頻率也保持較快速的提高,與人民幣實現(xiàn)貨幣互換的國家數(shù)量日趨擴大,跨境支付系統(tǒng)的上線更是推動人民幣清算安排覆蓋到更廣闊的地區(qū),人民幣的使用水平和美元、歐元、日本等當前主要國際貨幣之間的差距持續(xù)縮小。隨著跨境人民幣的迅速發(fā)展,其業(yè)務(wù)經(jīng)營范圍的變化以及日益頻繁的資金流動給我們帶來了前所未有的風險。與日新月異的跨境人民幣發(fā)展相比較,跨境人民幣監(jiān)管則剛剛起步,各類業(yè)務(wù)監(jiān)管架構(gòu)才初步設(shè)立,如何健全跨境人民幣監(jiān)管,是本文的主要內(nèi)容。本論文首先對滁州市跨境人民幣業(yè)務(wù)監(jiān)管現(xiàn)狀和成效進行了總結(jié),然后對監(jiān)管中存在的各種問題進行了分析,接著介紹了與我國有相同或類似發(fā)展經(jīng)歷的把戲和韓國貨幣跨境業(yè)務(wù)監(jiān)管成功經(jīng)驗,以及貨幣跨境業(yè)務(wù)起步較早的美國和日本的經(jīng)驗,引以為鑒,最后結(jié)合國際經(jīng)驗,就完善存在問題提出相應(yīng)的措施和對策。本文從滁州市跨境人民幣監(jiān)管的現(xiàn)狀出發(fā),針對監(jiān)管中亟待解決的問題進行了分析,并針對問題提出具操作性、可行性的建議,希望能夠?qū)Τ菔腥诵虚_展跨境人民幣監(jiān)管有一定的應(yīng)用價值,并為其他基層人行提供有益的借鑒,從而使得人民銀行在跨境人民幣監(jiān)管上及時轉(zhuǎn)變角色,適應(yīng)切實的現(xiàn)實需求,促使跨境人民幣業(yè)務(wù)更加穩(wěn)健快速的推進。
[Abstract]:With the gradual deepening of RMB internationalization, the capital account has gradually realized convertibility, the cross-border RMB business has developed rapidly, the amount of cross-border liquidity settlement has increased substantially, and the scope of cross-border revenues and expenditures involved in overseas areas has been continuously expanded. The frequency of RMB use in the international community has also maintained a relatively rapid increase. The number of countries that have realized currency swaps with the renminbi has been expanding day by day, and the introduction of cross-border payment systems has even pushed renminbi settlement arrangements to cover a wider range of areas. The gap between the level of RMB use and the current major international currencies, such as the dollar, the euro and Japan, continues to narrow. With the rapid development of cross-border RMB, the changes of its business scope and the increasingly frequent capital flows have brought us unprecedented risks. Compared with the rapid development of cross-border RMB, cross-border RMB supervision is just in its infancy, and all kinds of business regulatory framework has just been set up. How to improve cross-border RMB supervision is the main content of this paper. This paper first summarizes the current situation and effectiveness of cross-border RMB business supervision in Chuzhou, and then analyzes the various problems existing in the supervision. Then it introduces the same or similar development experience as our country and the successful experience of Korean currency cross-border business supervision, as well as the experience of the United States and Japan, where the cross-border currency business started earlier, and draws lessons from it. Finally, it combines with international experience. Put forward the corresponding measures and countermeasures to perfect the existing problems. Starting from the current situation of cross-border RMB supervision in Chuzhou, this paper analyzes the problems that need to be solved in supervision, and puts forward some practical and feasible suggestions. It is hoped that it will be of some practical value for the people's Bank of Chuzhou to carry out cross-border RMB supervision and provide useful reference for other grass-roots banks, thus enabling the people's Bank of China to change its role in cross-border RMB supervision in a timely manner. To meet the practical needs, to promote cross-border RMB business more robust and rapid progress.
