【摘要】：由于財(cái)政政策和常規(guī)型貨幣政策的操作空間不斷縮小,難以應(yīng)對(duì)經(jīng)濟(jì)結(jié)構(gòu)失衡尤其是小微企業(yè)和"三農(nóng)"融資難融資貴的困境,中國人民銀行實(shí)施了大規(guī)模的結(jié)構(gòu)性貨幣政策,試圖調(diào)整經(jīng)濟(jì)結(jié)構(gòu)�？墒�,由于貨幣粘性、信息不對(duì)稱和經(jīng)濟(jì)的體制性矛盾等因素,結(jié)構(gòu)性貨幣政策難以調(diào)結(jié)構(gòu),還容易加大結(jié)構(gòu)扭曲和降低宏觀調(diào)控政策的有效性。要想提高結(jié)構(gòu)性貨幣政策的調(diào)控效力,中國應(yīng)將結(jié)構(gòu)性貨幣政策定位于維持金融穩(wěn)定而不是調(diào)結(jié)構(gòu),且應(yīng)避免結(jié)構(gòu)性貨幣政策長期化常態(tài)化。
[Abstract]:As the operating space of fiscal policy and conventional monetary policy is shrinking, it is difficult to cope with the imbalance of economic structure, especially the difficulty in financing small and micro enterprises and agriculture, rural areas and farmers. The people's Bank of China has implemented a large-scale structural monetary policy. Try to adjust the economic structure. However, due to such factors as monetary stickiness, information asymmetry and economic system contradiction, structural monetary policy is difficult to adjust the structure, and it is easy to increase structural distortion and reduce the effectiveness of macro-control policies. In order to improve the regulatory effectiveness of structural monetary policy, China should position its structural monetary policy to maintain financial stability rather than adjust its structure, and should avoid the long-term regularization of structural monetary policy.
