【摘要】：融資租賃在國(guó)際上發(fā)展至今已有60多年的歷史,是經(jīng)濟(jì)社會(huì)發(fā)展到一定階段的必然產(chǎn)物,具有融資融物和產(chǎn)融結(jié)合的典型特征,與銀行、保險(xiǎn)等傳統(tǒng)金融業(yè)態(tài)相比,融資租賃一方面是一種現(xiàn)代投融資方式,目前在全球范圍內(nèi),除了銀行信貸,已成為第二大債權(quán)融資方式;另一方面它又是一種新型資產(chǎn)管理形式。更重要的是,在我國(guó),它不僅形成了獨(dú)特的行業(yè)優(yōu)勢(shì)與新型的行業(yè)形態(tài),而且對(duì)適應(yīng)經(jīng)濟(jì)新常態(tài)、推進(jìn)供給側(cè)結(jié)構(gòu)性改革、契合實(shí)體經(jīng)濟(jì)轉(zhuǎn)型發(fā)展、優(yōu)化資產(chǎn)結(jié)構(gòu)、完善金融體系建設(shè)意義重大。我國(guó)融資租賃已經(jīng)走過(guò)了30多年的發(fā)展歷史。當(dāng)前,人民群眾日益增長(zhǎng)的物質(zhì)文化需求與經(jīng)濟(jì)發(fā)展質(zhì)量、效益、結(jié)構(gòu)之間的矛盾依然突出,經(jīng)濟(jì)和民生“欠賬”多,創(chuàng)新創(chuàng)業(yè)環(huán)境有待完善,企業(yè)特別是中小企業(yè)融資渠道傳統(tǒng)、單一、融資難、融資貴,土地財(cái)政不可持續(xù),政府債務(wù)負(fù)擔(dān)沉重,財(cái)政支出剛性增長(zhǎng),政府融資渠道收窄,財(cái)政金融風(fēng)險(xiǎn)凸顯等等,這些問(wèn)題的解決都對(duì)融資租賃有著強(qiáng)烈的需求,為融資租賃的發(fā)展提供了廣闊的前景。同時(shí),在新常態(tài)下,國(guó)家實(shí)施經(jīng)濟(jì)發(fā)展新戰(zhàn)略,推進(jìn)創(chuàng)新創(chuàng)業(yè)、基建改造、產(chǎn)業(yè)升級(jí)、民生工程等,都對(duì)融資租賃提出新要求,這正是其發(fā)展的新動(dòng)力,因此加快發(fā)展融資租賃不僅具有必要性,而且具有緊迫性。全文按照“為什么發(fā)展:基于獨(dú)特優(yōu)勢(shì)而蘊(yùn)含的市場(chǎng)需求與規(guī)模,以及國(guó)外已有發(fā)展經(jīng)驗(yàn)啟示”到“現(xiàn)狀與前景:分析面臨問(wèn)題以及新要求潛藏的新動(dòng)力與機(jī)遇”再到“如何發(fā)展:從企業(yè)、政府角度完善融資租賃發(fā)展的路徑”的邏輯思路展開研究。在對(duì)中外文獻(xiàn)研究綜述的基礎(chǔ)上,首先分析融資租賃的獨(dú)特優(yōu)勢(shì),旨在說(shuō)明在經(jīng)濟(jì)新常態(tài)下,融資租賃依然有其強(qiáng)勁的發(fā)展動(dòng)力與市場(chǎng)優(yōu)勢(shì),同時(shí)比較分析國(guó)外的發(fā)展經(jīng)驗(yàn),為我國(guó)融資租賃的進(jìn)一步發(fā)展提供啟示借鑒;然后提出我國(guó)融資租賃發(fā)展面臨的問(wèn)題,以及當(dāng)前新常態(tài)下的新要求即融資租賃發(fā)展的新動(dòng)力;最后指出新常態(tài)下,融資租賃的發(fā)展方向,并從企業(yè)與政府兩者的角度分別提出了完善融資租賃的路徑。
[Abstract]:Financial leasing has a history of more than 60 years in the world. It is the inevitable product of economic and social development to a certain stage. It has the typical characteristics of combination of finance and finance, compared with the traditional financial forms such as bank, insurance and so on. On the one hand, financial lease is a kind of modern investment and financing method. In the world, besides bank credit, it has become the second largest debt financing method, on the other hand, it is a new type of asset management. More importantly, in China, it not only forms a unique industry advantage and a new industry form, but also adapts to the new normal state of the economy, promotes supply-side structural reform, fits the transformation and development of the real economy, and optimizes the asset structure. Improving the financial system is of great significance. China's financial leasing has gone through more than 30 years of development history. At present, the contradictions between the people's growing material and cultural needs and the quality, efficiency, and structure of economic development are still prominent, the economy and the people's livelihood are "behind the bill", and the environment for innovation and entrepreneurship needs to be improved. Enterprises, especially small and medium-sized enterprises, have traditional financing channels, single financing, difficult financing, expensive financing, unsustainable land finance, heavy government debt burden, rigid growth of fiscal expenditure, narrow government financing channels, prominent fiscal and financial risks, and so on. The solution of these problems has strong demand for financial leasing and provides a broad prospect for the development of financial leasing. At the same time, under the new normal, the state has implemented a new strategy for economic development, promoted innovation and entrepreneurship, infrastructure transformation, industrial upgrading, livelihood projects, and so on, all of which have put forward new requirements for financial leasing. This is precisely the new motive force for its development. Therefore, speeding up the development of financial leasing is not only necessary, but also urgent. On the basis of the review of Chinese and foreign literature, this paper first analyzes the unique advantages of financial leasing, aiming at explaining that under the new normal state of economy, financial leasing still has its strong development power and market advantages, and at the same time, compares and analyzes the development experience of foreign countries. To provide inspiration for the further development of financial leasing in China, then put forward the problems facing the development of financial leasing in China, and the new requirements under the current new normal, that is, the new power of the development of financial leasing, and finally point out that under the new normal, The development direction of financial lease and the path of perfecting financial lease are put forward from the angle of enterprise and government respectively.
