【摘要】：金融穩(wěn)定與貨幣政策的協(xié)調經歷了融合、分立、再融合等動態(tài)演進過程,并形成了英國大一統(tǒng)模式、美國的雙層體系以及相對分立等模式。各國模式雖不同,短期目標不同,但是,金融穩(wěn)定與貨幣政策的協(xié)調與融合存在長期的內在自恰性,二者相互分離可能引發(fā)系統(tǒng)性錯誤。金融穩(wěn)定與貨幣政策職能的協(xié)調與統(tǒng)籌是系統(tǒng)性風險應對以及宏觀審慎管理框架的基礎。改革完善適應現(xiàn)代金融市場體系的監(jiān)管框架,并與貨幣政策形成有效的協(xié)調機制,是中國防范和應對區(qū)域性及系統(tǒng)性風險的關鍵,未來需要重點關注金融監(jiān)管者與央行的權責問題、金融穩(wěn)定的機構設置或核心責任主體問題以及金融穩(wěn)定與貨幣政策融合的政策工具發(fā)展問題。
[Abstract]:The coordination of financial stability and monetary policy has undergone the dynamic evolution of integration, separation, re-integration, and formed the British Unification model, the two-tier system of the United States and the relative separation model. Although different countries have different models and short-term goals, there is a long-term inherent self-consistency between the coordination and integration of financial stability and monetary policy, and the separation of the two may lead to systemic errors. The coordination and coordination of the function of financial stability and monetary policy is the basis of systemic risk response and macroprudential management framework. Reforming and perfecting the regulatory framework for modern financial market system and forming an effective coordination mechanism with monetary policy are the key to prevent and deal with regional and systemic risks in China. In the future, we should focus on the issues of the authority and responsibility of the financial regulator and the central bank, the institutional setting or the main body of the core responsibility of financial stability and the development of policy tools for the integration of financial stability and monetary policy.
