【摘要】：農(nóng)民資金互助合作社是由農(nóng)民自發(fā)組建,對(duì)內(nèi)部成員進(jìn)行資金互助的合作金融組織。近年來(lái)農(nóng)民資金互助合作社的實(shí)踐取得了一些成效和經(jīng)驗(yàn),但也存在著較高的運(yùn)營(yíng)風(fēng)險(xiǎn)和監(jiān)管空白。文章以案例實(shí)證等方式分析農(nóng)民資金互助合作社存在著內(nèi)部監(jiān)管機(jī)制不全、監(jiān)管主體不清、監(jiān)管內(nèi)容空白等問(wèn)題,并與銀監(jiān)會(huì)所監(jiān)管的農(nóng)村資金互助社的監(jiān)管模式進(jìn)行對(duì)比,提出應(yīng)當(dāng)統(tǒng)一立法,規(guī)范農(nóng)民資金互助合作社的運(yùn)作性質(zhì),明確監(jiān)管機(jī)構(gòu)與監(jiān)管責(zé)任,以分級(jí)管理的方式來(lái)完善對(duì)農(nóng)民資金互助社的監(jiān)管,促進(jìn)農(nóng)民資金互助合作社的健康發(fā)展。
[Abstract]:Farmers' mutual fund cooperative is a cooperative financial organization which is formed spontaneously by farmers and provides mutual financial aid to their internal members. In recent years, some achievements and experiences have been achieved in the practice of farmers' mutual fund cooperative, but there are also high operational risks and gaps in supervision. This paper analyzes the problems of the internal supervision mechanism, the main body of supervision, the blank of the supervision content and so on, and compares it with the supervision mode of the rural mutual fund cooperative supervised by the CBRC. It is suggested that legislation should be unified, the nature of the operation of farmers' mutual fund cooperatives should be standardized, the supervisory bodies and responsibilities should be clearly defined, and the supervision of farmers' mutual funds cooperatives should be improved by way of hierarchical management. To promote the healthy development of farmers' mutual fund cooperatives.
