【摘要】：隨著涉外經(jīng)濟的快速發(fā)展,外匯業(yè)務(wù)在商業(yè)銀行的整體業(yè)務(wù)中所占的比重越來越高,各銀行為了占據(jù)當?shù)厥袌龇蓊~,爭相申辦外匯業(yè)務(wù)資格。近年來,各級外匯局一直積極踐行外匯管理理念和方式的"五個轉(zhuǎn)變",大部分原本由外匯管理局進行事前審核批準的行政許可業(yè)務(wù)下放至商業(yè)銀行直接辦理。銀行被推到了外匯管理的前沿,承擔著"真實性審查"的重要任務(wù)。但面對形勢和職責變化,大多銀行在執(zhí)行外匯管理規(guī)定方面還存在一定的問題。本文立足淮南市地方特色,通過查找外匯管理改革進程中的相關(guān)資料文獻,參考國內(nèi)外相關(guān)領(lǐng)域的研究成果,分析近年來轄內(nèi)涉外經(jīng)濟發(fā)展總體情況,獲取與銀行外匯監(jiān)管有關(guān)的數(shù)據(jù)進行分析,總結(jié)評估目前淮南市銀行外匯監(jiān)管的政策框架及實施情況,發(fā)現(xiàn)存在銀行履職不到位等問題,而原因主要有外匯管理政策法規(guī)眾多且不成體系、展業(yè)原則下的銀行操作規(guī)范缺失、外匯管理干部隊伍建設(shè)有所欠缺等。針對問題和原因,筆者提出應(yīng)從外匯局和商業(yè)銀行兩個層面入手,完善外匯管理政策法規(guī)和制度,健全銀行展業(yè)原則操作規(guī)范,完善商業(yè)銀行外匯業(yè)務(wù)自律機制,進一步健全商業(yè)銀行內(nèi)部控制制度等對策建議。這不僅有利于提高淮南市外匯管理部門的監(jiān)管水平,同時有利于促進各類市場主體貿(mào)易投資便利化,維護地方涉外金融生態(tài)穩(wěn)定并推動地方經(jīng)濟發(fā)展。
[Abstract]:With the rapid development of foreign-related economy, the proportion of foreign exchange business in the whole business of commercial banks is more and more high. In order to occupy the local market share, banks are scrambling to apply for the qualification of foreign exchange business. In recent years, foreign exchange bureaus at all levels have been actively practicing the "five transformations" of foreign exchange management concepts and methods, and most of the administrative licensing business originally approved by safe in advance has been directly handled by commercial banks. Banks have been pushed to the forefront of foreign exchange management, taking on the important task of authenticity review. However, faced with the change of situation and duty, most banks still have some problems in carrying out foreign exchange management regulations. Based on the local characteristics of Huainan City, this paper analyzes the general situation of foreign economic development in recent years by looking up relevant documents in the process of foreign exchange management reform, referring to the research results of relevant fields at home and abroad. To obtain and analyze the data related to the bank's foreign exchange supervision, summarize and evaluate the current policy framework and implementation of the bank's foreign exchange supervision in Huainan City, and find that there are problems such as the banks' failure to carry out their duties. The main reasons are a large number of foreign exchange management policies and regulations and lack of system, lack of operational norms of banks under the principle of trade development, lack of construction of foreign exchange management cadres and so on. In view of the problems and reasons, the author puts forward that the foreign exchange management policies, regulations and systems should be improved from the two aspects of safe and commercial banks, the operational norms of the principles of bank development should be improved, and the self-discipline mechanism of foreign exchange business of commercial banks should be perfected. Further improve the internal control system of commercial banks and other countermeasures. This will not only improve the supervision level of Huainan foreign exchange management department, but also promote the trade and investment facilitation of all kinds of market subjects, maintain the stability of local foreign financial ecology and promote the development of local economy.
