【摘要】：2015年4月,國務(wù)院批復(fù)同意中國農(nóng)業(yè)發(fā)展銀行(簡稱農(nóng)發(fā)行)改革實(shí)施總體方案,表明我國農(nóng)業(yè)政策性銀行開始向走向改革方向。農(nóng)業(yè)發(fā)展銀行泰安市分行下設(shè)新泰市、肥城市、寧陽縣、東平縣4個(gè)支行、1個(gè)營業(yè)部,在崗員工164人。本文旨在大改革背景下,研究農(nóng)業(yè)發(fā)展銀行泰安市分行的發(fā)展戰(zhàn)略,為農(nóng)業(yè)發(fā)展銀行泰安市分行的未來發(fā)展,提供一定的指導(dǎo)建議;同時(shí),也為其他地級(jí)市農(nóng)業(yè)政策性銀行的發(fā)展,提供一定的參考借鑒。通過研究,本文發(fā)現(xiàn),農(nóng)業(yè)發(fā)展銀行泰安市分行所面臨的機(jī)會(huì)有:國家日益重視三農(nóng)問題,三農(nóng)金融隨之面臨巨大發(fā)展機(jī)遇;主營業(yè)務(wù)競爭壓力小。農(nóng)業(yè)發(fā)展銀行泰安市分行所面臨的風(fēng)險(xiǎn)有:政策環(huán)境不完善,監(jiān)管政策隨時(shí)變化;農(nóng)業(yè)發(fā)展銀行整體改革帶來的不確定性。農(nóng)業(yè)發(fā)展銀行泰安市分行所具備的優(yōu)勢有:政策性銀行受到市場競爭較小;受到畢業(yè)學(xué)生青睞。農(nóng)業(yè)發(fā)展銀行泰安市分行的自身劣勢是:信貸業(yè)務(wù)存在一定風(fēng)險(xiǎn);內(nèi)部管控較為松散;員工差距較大。而后文章對(duì)農(nóng)業(yè)發(fā)展銀行泰安市分行進(jìn)行了戰(zhàn)略選擇,并制定出了 "繼續(xù)鞏固并積極拓展農(nóng)業(yè)政策性業(yè)務(wù)、穩(wěn)健開展自營性信貸業(yè)務(wù)、提高風(fēng)險(xiǎn)防范意識(shí),構(gòu)建長效風(fēng)險(xiǎn)防范機(jī)制、積極開展信貸資產(chǎn)的證券化業(yè)務(wù)、大力支持農(nóng)業(yè)農(nóng)村公共產(chǎn)品供給、強(qiáng)化綜合性金融服務(wù)"具體的戰(zhàn)略實(shí)施措施以及相關(guān)戰(zhàn)略保障措施。
[Abstract]:In April 2015, the State Council approved the implementation of the overall plan for the reform of the Agricultural Development Bank of China (Agricultural Development Bank), indicating that China's agricultural policy banks are beginning to move towards reform. Agricultural Development Bank Taian City Branch under Xintai City, Feicheng City, Ningyang County, Dongping County 4 branches, 1 business department, 164 employees in the post. The purpose of this paper is to study the development strategy of Tai'an Branch of Agricultural Development Bank under the background of great reform, to provide some guidance and suggestions for the future development of Tai'an City Branch of Agricultural Development Bank, at the same time, It also provides some reference for the development of agricultural policy banks in other prefectural cities. Through the research, this paper finds that the opportunities faced by Tai'an Branch of Agricultural Development Bank are: the country pays more and more attention to the issue of agriculture, rural areas and farmers, and the agriculture, rural areas and finance are faced with great opportunities for development, and the competition pressure of the main business is low. The risks faced by the branch of Agricultural Development Bank Tai'an City are as follows: the policy environment is not perfect, the supervision policy changes at any time, and the uncertainty brought about by the overall reform of the Agricultural Development Bank. The advantages of Taian Branch of Agricultural Development Bank are as follows: policy banks are less competitive in the market; they are favored by graduates. The disadvantages of Tai'an Branch of Agricultural Development Bank are that there are certain risks in credit business, internal control is relatively loose, and the employee gap is large. Then the paper makes a strategic choice to Tai'an Branch of Agricultural Development Bank, and formulates "continue to consolidate and actively expand agricultural policy business, steadily develop self-supporting credit business, and raise awareness of risk prevention." We should construct a long-term risk prevention mechanism, actively carry out the securitization business of credit assets, vigorously support the supply of agricultural rural public goods, and strengthen the comprehensive financial services.
