【摘要】：人民勝利折實公債的發(fā)行是新中國政權初建之時應對經濟危局的必要之舉。各地在貫徹執(zhí)行中央決策的過程中統(tǒng)籌部署,積極應對,既克服了所遭遇的各種阻力,為完成公債推銷任務做了力所能及的貢獻,同時亦促進了新生國家政權與地方社會間親合力的生成和加固。以山西為個案考察公債發(fā)行后的地方因應,以期對其時中共應對經濟危局與困境的地方實踐有更深刻的體認。
[Abstract]:The issue of the people's victory and depreciation is a necessary move to the economic crisis at the beginning of the new Chinese regime. In the process of implementing the decision-making of the central government, all localities are deploying and responding actively, not only to overcome the various resistance encountered, to contribute to the completion of the government debt marketing task, but also to promote the political power of the new country and the new state. The local cause of the issue of public debt after the case of Shanxi is investigated as a case, so as to have a more profound recognition of the local practice of the Communist Party of China in dealing with the economic crisis and the predicament.
