【摘要】：條碼支付是基于賬戶體系搭建起來的新一代無線支付方案,有主掃和被掃兩種模式。出于支付安全角度,國內(nèi)暫停了主掃模式的條碼支付;但被掃模式的條碼支付仍在不斷探索創(chuàng)新,在小額、便民、高頻等場景應(yīng)用廣泛,具有良好的發(fā)展前景。為促進條碼支付健康持續(xù)發(fā)展,建議制定統(tǒng)一管理規(guī)則,促進行業(yè)公平發(fā)展;對條碼支付與傳統(tǒng)銀行卡收單業(yè)務(wù)實行區(qū)別監(jiān)管,賦予條碼支付創(chuàng)新發(fā)展空間;合理設(shè)定條碼支付的技術(shù)標(biāo)準(zhǔn),提升支付安全性;發(fā)揮條碼支付技術(shù)服務(wù)商的作用,加快培育條碼支付市場。
[Abstract]:Bar code payment is a new generation wireless payment scheme based on account system. However, the barcode payment of the swept mode is still exploring innovation, widely used in small scale, convenient, high frequency and other scenes, and has a good development prospect. In order to promote the healthy and sustainable development of bar code payment, it is suggested to formulate unified management rules. To promote the fair development of the industry; to regulate the difference between the barcode payment and the traditional bank card receipt business, to give the bar code payment innovation development space; to set up the technical standard of the bar code payment reasonably, and to enhance the payment security; Give play to the role of barcode payment technology service providers, speed up the cultivation of barcode payment market.
