延邊地區(qū)住房公積金貸款問題及對策研究

【摘要】:隨著我國經(jīng)濟的快速發(fā)展和城市化水平的不斷提高,居民的住房問題已經(jīng)成為制約我國城市發(fā)展的瓶頸,且隨著住房需求者對購房的熱情高漲和房地產(chǎn)商對樓市的肆意炒作,居民購房問題不斷涌現(xiàn)。商業(yè)銀行住房貸款在解決這一問題上發(fā)揮著一定的作用,但其存著高利率和手續(xù)繁瑣等眾多問題。隨著住房改革的深入推進,個人住房公積金貸款應(yīng)運而生,且憑借著較低的貸款利息和簡單的申請流程,其受到了廣大居民的歡迎。但是,在我國各地住房公積金貸款迅速發(fā)展的同時,延邊地區(qū)的住房公積金貸款發(fā)展卻十分滯后,為此,必須執(zhí)果索因,對該地區(qū)住房公積金貸款中存在的種種問題及其產(chǎn)生的原因進行詳細(xì)的分析,以為延邊地區(qū)住房公積金貸款的發(fā)展提出對策建議,本文的研究對于延邊地區(qū)住房公積金貸款的完善具有可行性的借鑒和指導(dǎo)意義。鑒于此,本文以延邊朝鮮族自治州的住房公積金貸款為研究對象,采用定量分析、定性分析和規(guī)范分析相結(jié)合的研究方法對該地區(qū)的住房公積金貸款展開了研究。第一章中首先對本文的研究背景、目的及意義進行了敘述,然后從國內(nèi)外兩個角度進行了文獻綜述,最后概述了本文的研究內(nèi)容和研究方法。第二章對住房公積金的相關(guān)理論,如西方社會保障理論、強制儲蓄理論、委托代理理論、群體決策理論、互助性理論等進行了簡述。第三章在對住房公積金貸款種類和還款方式進行介紹的基礎(chǔ)上,針對延邊地區(qū)住房公積金貸款的現(xiàn)狀進行了詳細(xì)分析。第四章一方面從管理問題、執(zhí)行問題和制度問題三個角度詳細(xì)地總結(jié)出了延邊地區(qū)住房公積金貸款中存在的種種問題,另一方面分析了問題產(chǎn)生的原因,即住房公積金貸款制度自有的缺陷、發(fā)展的滯后和管理模式的限制等。在對存在的問題及原因進行分析之后,本文在第五章中針對存在的問題對完善延邊地區(qū)住房公積金貸款的完善提出了對策建議,一是在管理方面要做到應(yīng)整合組織管理、防止政策漏洞,完善貸款制度,加強內(nèi)部管理、嚴(yán)格規(guī)范要求,制定健全的貸款風(fēng)險管理制度;二是在制度方面要做到嚴(yán)格管理個人住房貸款的抵押行為,完善個人信用制度,加大對"騙貸"行為的打擊力度,嚴(yán)控公積金貸款流程;三是在政策和法律方面要做到妥善處理延邊地區(qū)"商轉(zhuǎn)公"行為和完善公積金貸款法律體系等。
[Abstract]:With the rapid development of our economy and the continuous improvement of urbanization level, the housing problem of residents has become the bottleneck restricting the development of our country's cities, and with the rising enthusiasm of housing demanders and the wanton speculation of real estate developers on the real estate market, The problem of residential housing purchase is constantly emerging. Commercial bank housing loan plays a certain role in solving this problem, but it has many problems, such as high interest rate and cumbersome procedures. With the further development of housing reform, Individual housing provident fund loan came into being, and with lower loan interest and simple application process, it was welcomed by the majority of residents. However, with the rapid development of housing provident fund loans in various parts of our country, However, the development of housing accumulation fund loan in Yanbian area is lagging behind. Therefore, it is necessary to carry out a detailed analysis of the problems existing in the housing accumulation fund loan in this area and its causes. In order to put forward countermeasures and suggestions for the development of housing accumulation fund loan in Yanbian area, the research in this paper has a feasible reference and guiding significance for the improvement of housing accumulation fund loan in Yanbian area. This article takes the housing accumulation fund loan of Yanbian Korean Autonomous Prefecture as the research object, adopts the quantitative analysis, The qualitative analysis and normative analysis are combined to study the housing accumulation fund loan in this area. In the first chapter, the research background, purpose and significance of this paper are described. Then from the domestic and foreign two angles of literature review, finally summarized the research content and research methods. The second chapter of the housing provident fund related theories, such as western social security theory, forced savings theory, principal-agent theory, The third chapter introduces the types of loans and repayment methods of housing provident fund. This paper analyzes the present situation of housing provident fund loan in Yanbian area in detail. On the one hand, chapter 4th summarizes in detail the problems existing in housing accumulation fund loan in Yanbian area from three aspects of management problem, implementation problem and system problem. On the other hand, it analyzes the causes of the problems, that is, the inherent defects of the housing provident fund loan system, the lag of development and the limitation of the management mode. In chapter 5th, the author puts forward some suggestions to improve the loan of housing accumulation fund in Yanbian area. Firstly, it should integrate organization management, prevent policy loophole and perfect loan system in the aspect of management. Strengthen internal management, strictly standardize requirements, formulate a sound loan risk management system; second, strictly manage the mortgage behavior of individual housing loans and improve the personal credit system in terms of the system. We should step up the crackdown on the "loan fraud" and strictly control the flow of provident fund loans; third, we should properly handle the "commercial and public transfer" behavior in Yanbian and improve the legal system of provident fund loans in the area of Yanbian.
