【摘要】：由中國(guó)首先倡議并發(fā)起設(shè)立的亞洲基礎(chǔ)設(shè)施投資銀行(以下簡(jiǎn)稱為"亞投行")自成立之日起,便迅速在全球范圍內(nèi)刮起一股"亞投行熱",不僅吸引了亞洲諸多國(guó)家紛紛加入,就連西方發(fā)達(dá)國(guó)家也接連響應(yīng)。目前,創(chuàng)始成員國(guó)數(shù)量已經(jīng)達(dá)到57個(gè),涵括五大洲幾乎所有主要國(guó)家。中國(guó)引導(dǎo)設(shè)立亞投行既有亞洲國(guó)家,尤其是亞洲新興經(jīng)濟(jì)體經(jīng)濟(jì)發(fā)展亟需資金支持的原因,也有來(lái)自中國(guó)自身發(fā)展的需求。作為當(dāng)今全球排名第二的經(jīng)濟(jì)體,中國(guó)正處于新的經(jīng)濟(jì)發(fā)展階段,國(guó)民經(jīng)濟(jì)發(fā)展方式需要轉(zhuǎn)型升級(jí),過剩產(chǎn)能需要尋求出口,龐大的外匯儲(chǔ)備也在搜尋更具回報(bào)和安全的投資渠道�？紤]到這一背景,亞投行的設(shè)立可以說(shuō)既能滿足中國(guó)自身的利益需求,也符合亞洲區(qū)域經(jīng)濟(jì)發(fā)展的需要,同時(shí)也是中國(guó)承擔(dān)自身大國(guó)責(zé)任的表現(xiàn)。當(dāng)然,亞投行作為新設(shè)國(guó)際金融機(jī)構(gòu),其對(duì)現(xiàn)行金融機(jī)構(gòu)及其主導(dǎo)下的世界金融體系也帶來(lái)了挑戰(zhàn),尤其是對(duì)于美國(guó)的金融霸權(quán)形成了一定沖擊。未來(lái)亞投行在業(yè)務(wù)運(yùn)行中,會(huì)不斷與其它金融機(jī)構(gòu)展開合作或競(jìng)爭(zhēng),這個(gè)過程既是亞投行壯大自身實(shí)力的過程,也是亞投行加強(qiáng)自身話語(yǔ)權(quán),推動(dòng)現(xiàn)行世界金融體系變革的必然進(jìn)程�？梢灶A(yù)見,亞投行在世界經(jīng)濟(jì)發(fā)展中將愈發(fā)凸顯其作用和影響力。盡管亞投行才成立不久,但是鑒于其影響力如此之大,國(guó)內(nèi)學(xué)者對(duì)于相關(guān)主題的研究還是非常熱情。研究角度涵括世界治理、人民幣國(guó)際化、地緣政治、大國(guó)博弈等方方面面。國(guó)外學(xué)者也積極進(jìn)行了相關(guān)研究,角度主要有各利益相關(guān)方對(duì)于亞投行成立的態(tài)度、亞投行投票權(quán)分配、亞投行是否會(huì)降低標(biāo)準(zhǔn)、對(duì)現(xiàn)有世界金融秩序沖擊等方面。然而,同時(shí)多角度分析亞投行成立原因和影響的綜合性成果還比較少。本文從多個(gè)角度對(duì)亞投行成立的原因和影響經(jīng)行分析,旨在涵括亞投行成立的政治原因、經(jīng)濟(jì)原因及其政治影響、經(jīng)濟(jì)影響,同時(shí)探討其未來(lái)可能遭遇的挑戰(zhàn),并嘗試提出可行對(duì)策與建議。文章第一部分詳述了國(guó)內(nèi)及國(guó)外學(xué)者在亞投行成立方面的研究成果及視角,介紹了本文的重點(diǎn)研究?jī)?nèi)容和研究方法。文章第二部分簡(jiǎn)要闡述了國(guó)內(nèi)學(xué)者對(duì)與亞投行成立前后的相關(guān)研究成果,介紹了本文重點(diǎn)的研究問題。文章第三部分主要介紹亞投行的基本概況,包括創(chuàng)立進(jìn)程、管理機(jī)制、成員國(guó)等,重點(diǎn)說(shuō)明了其創(chuàng)設(shè)符合各方利益訴求,有利于世界經(jīng)濟(jì)發(fā)展,并且在管理機(jī)制上與時(shí)俱進(jìn)。文章第四部分主要分析了亞投行成立的原因,包括出于中國(guó)自身發(fā)展的原因、亞洲地區(qū)新興經(jīng)濟(jì)體的客觀需求以及世界經(jīng)濟(jì)發(fā)展的要求等方面。文章第五部分則主要說(shuō)明亞投行將來(lái)可能產(chǎn)生的影響。包括對(duì)中國(guó)自身的影響和對(duì)世界其它區(qū)域經(jīng)濟(jì)的影響,并簡(jiǎn)述了對(duì)現(xiàn)有金融體系的影響。文章第六部分主要論述亞投行未來(lái)可能遭遇的挑戰(zhàn),并提出相關(guān)建議。其中,對(duì)于亞投行可能遇到的挑戰(zhàn),文章分析涵括政治上的挑戰(zhàn)和經(jīng)濟(jì)上的挑戰(zhàn)以及來(lái)自傳統(tǒng)經(jīng)濟(jì)霸權(quán)國(guó)家的挑戰(zhàn),在建議方面則側(cè)重亞投行自身能力的提高。包括在防范投資風(fēng)險(xiǎn)上面,審慎評(píng)估項(xiàng)目、協(xié)助落后國(guó)家完善自身金融體系。同時(shí),在項(xiàng)目開展過程中,積極與其它國(guó)際開發(fā)金融組織或機(jī)構(gòu)交流合作。為亞投行業(yè)務(wù)能夠順利,發(fā)揮建立之時(shí)的初衷,中國(guó)及各創(chuàng)始會(huì)員國(guó)應(yīng)當(dāng)重視指定亞投行治理相關(guān)的各項(xiàng)規(guī)定和業(yè)務(wù)開展方面的各項(xiàng)規(guī)則,促進(jìn)亞投行管理水平緊跟國(guó)際水準(zhǔn)和與時(shí)俱進(jìn),通過指定科學(xué)合理的項(xiàng)目準(zhǔn)入規(guī)則和風(fēng)險(xiǎn)應(yīng)對(duì)規(guī)章,有效應(yīng)對(duì)未來(lái)開展業(yè)務(wù)可能遭遇的風(fēng)險(xiǎn),從而長(zhǎng)期平穩(wěn)地推動(dòng)亞洲基礎(chǔ)設(shè)施發(fā)展,擴(kuò)大亞投行影響力。
