【摘要】：資源環(huán)境日益成為影響區(qū)域經(jīng)濟(jì)發(fā)展的重要因素,如何使資源環(huán)境與經(jīng)濟(jì)發(fā)展的協(xié)調(diào)發(fā)展,以最小的生態(tài)代價(jià)獲取最大的經(jīng)濟(jì)效益,是中國面臨的重要問題。筆者采用超效率DEA的方法,對中國2003年~2012年間30個(gè)區(qū)域的面板數(shù)據(jù)進(jìn)行生態(tài)效率的全面評估,從中探究區(qū)域生態(tài)效率的變動趨勢和時(shí)空特征,構(gòu)建Malmquist指數(shù)從技術(shù)進(jìn)步水平和技術(shù)效率水平考察影響區(qū)域生態(tài)效率變動的因素。結(jié)果表明:生態(tài)效率的區(qū)域差異并沒有呈現(xiàn)東、中、西的區(qū)域格局,而是呈現(xiàn)“東西部高,中部低”東、西、中的發(fā)展趨勢。從影響生態(tài)效率的技術(shù)進(jìn)步和規(guī)模收益來看,技術(shù)進(jìn)步已成為生態(tài)效率變動的主要因素,規(guī)模收益呈現(xiàn)遞減趨勢。最后針對以上研究提出提高中國生態(tài)效率,促進(jìn)區(qū)域資源環(huán)境與經(jīng)濟(jì)協(xié)調(diào)發(fā)展的政策建議。
[Abstract]:Resources and environment have increasingly become an important factor affecting regional economic development. How to make the coordinated development of resources and environment and economic development and obtain the greatest economic benefits at the minimum ecological cost is an important problem facing China. By using the method of super efficient DEA, this paper makes a comprehensive evaluation of the ecological efficiency of the panel data of 30 regions in China from 2003 to 2012, probes into the changing trend and temporal and spatial characteristics of regional ecological efficiency, and constructs the Malmquist index to investigate the factors affecting the change of regional ecological efficiency from the level of technological progress and the level of technical efficiency. The results show that the regional differences of ecological efficiency do not show the regional pattern of east, middle and west, but show the development trend of "high east and west, low middle" east, west and middle. From the point of view of technological progress and scale income which affect ecological efficiency, technological progress has become the main factor of ecological efficiency change, and scale income shows a decreasing trend. Finally, in view of the above research, this paper puts forward some policy suggestions to improve the ecological efficiency and promote the coordinated development of regional resources, environment and economy.
