【摘要】：國(guó)外有許多各具特色的小鎮(zhèn),這些特色小鎮(zhèn)多與本地的自然環(huán)境、社會(huì)經(jīng)濟(jì)、歷史人文及發(fā)生的事件等相關(guān),其發(fā)展機(jī)制又各不相同。浙江特色小鎮(zhèn)作為國(guó)內(nèi)新興事物,借鑒國(guó)外特色小鎮(zhèn)的建設(shè)經(jīng)驗(yàn)具有現(xiàn)實(shí)意義。本文通過對(duì)國(guó)外特色小鎮(zhèn)案例的分析,發(fā)現(xiàn)特色小鎮(zhèn)在空間選址、產(chǎn)業(yè)體系、功能構(gòu)成、景觀風(fēng)貌及經(jīng)營(yíng)運(yùn)作等五個(gè)方面存在不同于一般小城鎮(zhèn)、產(chǎn)業(yè)平臺(tái)的特征,并歸納總結(jié)出能人的返鄉(xiāng)創(chuàng)業(yè)、家族/傳統(tǒng)的延續(xù)、名人/文化的催生、大事件的把握、企業(yè)總部的引領(lǐng)和新型產(chǎn)業(yè)契機(jī)的迎合等六種特色小鎮(zhèn)發(fā)展路徑。最后,在梳理國(guó)外特色小鎮(zhèn)發(fā)展脈絡(luò)的同時(shí),結(jié)合浙江特色小鎮(zhèn)的政策設(shè)計(jì),提出了處理好長(zhǎng)期與短期、政府與市場(chǎng)、個(gè)性與普適、數(shù)量與特色、動(dòng)力與平臺(tái)等方面的意見與建議,以期為浙江乃至我國(guó)特色小鎮(zhèn)理論與實(shí)踐發(fā)展提供可借鑒的思路與做法。
[Abstract]:There are many towns with their own characteristics in foreign countries, most of which are related to the local natural environment, social economy, history, humanities and events, and their development mechanisms are different. Zhejiang characteristic town as a new thing in China, it is of practical significance to draw lessons from the construction experience of foreign characteristic town. Through the analysis of the cases of foreign characteristic towns, this paper finds that the characteristic towns are different from the general small towns and industrial platforms in five aspects: spatial location, industrial system, functional composition, landscape style and operation, and sums up the return of capable people to their hometowns, the continuation of family / tradition, the birth of celebrities / cultures and the grasp of big events. Six characteristic small town development paths, such as the guidance of enterprise headquarters and the pandering of new industrial opportunity. Finally, while combing the development of foreign characteristic towns, combined with the policy design of Zhejiang characteristic towns, this paper puts forward some opinions and suggestions on dealing with the long-term and short-term, government and market, personality and universality, quantity and characteristics, motive force and platform, in order to provide reference ideas and practices for the theoretical and practical development of Zhejiang and even China's characteristic towns.
