【摘要】：城中村是在特定歷史文化背景下快速城市化產(chǎn)生的一種特殊現(xiàn)象。據(jù)調(diào)查研究,我國(guó)已經(jīng)進(jìn)入了城市化加速發(fā)展的階段。快速城市化發(fā)展成了助推經(jīng)濟(jì)發(fā)展的動(dòng)力,也造成了半城市化現(xiàn)象的弊端。也就是說城中村現(xiàn)象這種復(fù)雜化的社會(huì)經(jīng)濟(jì)文化現(xiàn)象逐漸成了政府要面對(duì)的主要熱點(diǎn)難點(diǎn)問題了。溫州作為中國(guó)民營(yíng)經(jīng)濟(jì)的發(fā)源地,遠(yuǎn)近聞名的“溫州模式”——農(nóng)村家庭作坊帶動(dòng)了溫州經(jīng)濟(jì)發(fā)展,然而城中村作為“溫州模式”的載體在一定程度上阻礙了溫州經(jīng)濟(jì)轉(zhuǎn)型發(fā)展。因此,政府開始著手針對(duì)性地采取措施解決溫州地區(qū)城中村問題。在溫州地區(qū),城中村改造采取以“政府主導(dǎo)、農(nóng)民主體、操作規(guī)范、節(jié)約用地”原則,那么政府如何對(duì)城中村改造進(jìn)行管理就起到舉足輕重作用,加上當(dāng)前沒有相關(guān)文獻(xiàn)對(duì)溫州市龍灣區(qū)政府在城中村改造中作用進(jìn)行專門研究,也尚未有一個(gè)系統(tǒng)的闡述。因此,對(duì)溫州市龍灣區(qū)政府在城中村改造中的作用研究具有重要的理論與現(xiàn)實(shí)意義。經(jīng)過大量文獻(xiàn)閱讀和調(diào)查訪談,以國(guó)內(nèi)城中村改造經(jīng)驗(yàn)和城中村改造的理論為基礎(chǔ),特以溫州市龍灣區(qū)城中村改造為切入點(diǎn),綜合運(yùn)用了文獻(xiàn)調(diào)查、實(shí)證調(diào)查、訪談和個(gè)案分析等方法,實(shí)地走訪調(diào)研龍灣區(qū)的部分街道,詳細(xì)了解龍灣區(qū)城中村改造現(xiàn)狀及存在問題,系統(tǒng)分析龍灣區(qū)政府在城中村改造中發(fā)揮的作用及龍灣區(qū)政府在城中村改造中的作用缺失及表現(xiàn),再深入剖析影響龍灣區(qū)政府作用缺失的原因,最后提出龍灣區(qū)政府在城中村改造中發(fā)揮應(yīng)有作用的政策建議。通過對(duì)溫州市龍灣區(qū)政府在城中村改造中作用分析,能夠?yàn)楫?dāng)前溫州進(jìn)行城中村改造提供有益幫助,并能夠起到參考作用。
[Abstract]:Village in the city is a special phenomenon of rapid urbanization under the specific historical and cultural background. According to the investigation, our country has entered the stage of accelerating the development of urbanization. Rapid urbanization has become the driving force of economic development, and has also caused the malpractice of semi-urbanization. That is to say, the complicated socio-economic and cultural phenomenon has gradually become the main hot and difficult issues that the government has to face. As the birthplace of China's private economy, Wenzhou, a well-known "Wenzhou model"-rural family workshops, has driven Wenzhou's economic development. However, as the carrier of Wenzhou model, the village in the city hinders the economic transformation and development of Wenzhou to a certain extent. Therefore, the government began to take targeted measures to solve the problem of urban villages in Wenzhou. In Wenzhou, the principle of "government-led, farmer-dominated, operational norms, and land-saving" is adopted in the transformation of villages in the city, so how the government manages the transformation of villages in the city plays an important role. In addition, there is no relevant literature on the role of Wenzhou Longwan District Government in the transformation of villages in the city, and there has not been a systematic elaboration. Therefore, it is of great theoretical and practical significance to study the role of Longwan District Government in the transformation of villages in Wenzhou City. After a great deal of literature reading and investigation and interview, based on the domestic experience of urban village transformation and the theory of urban village transformation, this paper takes the transformation of urban village in Longwan District of Wenzhou as the starting point, and makes comprehensive use of literature investigation and empirical investigation. By means of interviews and case analysis, we visited and investigated some streets of Longwan District on the spot, and found out in detail the present situation and existing problems of the transformation of villages in the city of Longwan District. A systematic analysis of the role of the Longwan District Government in the urban village transformation and the lack of the role of the Longwan District Government in the urban village transformation and performance, and in-depth analysis of the reasons for the lack of the role of the Longwan District Government. Finally, the paper puts forward some policy suggestions for Longwan District Government to play its due role in the transformation of villages in the city. Through the analysis of the function of the Longwan district government in the transformation of the villages in the city, it can provide beneficial help for the transformation of the villages in the city at present in Wenzhou, and can play a referential role in the transformation of the villages in the city.
