【摘要】：基于演化博弈分析模型,探討產(chǎn)業(yè)共性技術(shù)開發(fā)過程中各類主體面臨市場失靈時(shí)的行為選擇,分析影響產(chǎn)業(yè)共性技術(shù)開發(fā)行為的因素,提出政府在產(chǎn)業(yè)共性技術(shù)開發(fā)"市場失靈"的不同程度下應(yīng)該適當(dāng)?shù)馗深A(yù)產(chǎn)業(yè)共性技術(shù)開發(fā)。政府通過構(gòu)建產(chǎn)業(yè)共性技術(shù)的評(píng)價(jià)體系,根據(jù)產(chǎn)業(yè)共性技術(shù)"外部性程度"分別采取基金資助,設(shè)立非政府的專門組織如國家研究所(院)和促進(jìn)合作研究所,搭建克服"組織失靈"的企業(yè)與高校合作平臺(tái)等方式,借以促進(jìn)我國產(chǎn)業(yè)共性技術(shù)的發(fā)展。
[Abstract]:Based on the evolutionary game analysis model, this paper discusses the behavior choice of all kinds of agents in the process of industrial commonness technology development, and analyzes the factors that affect the behavior of industrial commonness technology development. It is pointed out that the government should properly interfere with the development of industrial commonness technology under the different degree of market failure in the development of industrial commonness technology. The government establishes special non-governmental organizations such as national institutes (institutes) and institutes for promoting cooperation according to the degree of externality of industrial commonality technologies through the construction of an evaluation system for industrial commonality technologies, and through the establishment of special non-governmental organizations such as national institutes and institutes for the promotion of cooperation. In order to promote the development of common technology of industry in China, a cooperative platform between enterprises and universities to overcome "organizational failure" is set up.
