魯山縣農(nóng)村集體聚餐食品安全問題研究

【摘要】:食品安全是群眾身體健康的基本保障,是社會穩(wěn)定發(fā)展的堅實基礎(chǔ)。近年來,我國經(jīng)濟水平和生活水平顯著提高,但同時各類食品安全事故頻繁發(fā)生。尤其農(nóng)村是我國食品消費群體最多、消耗量最大的地區(qū),集體性聚餐活動作為農(nóng)村群眾操辦婚喪嫁娶事宜而采取的傳統(tǒng)聚餐方式,規(guī)模越來越大,頻率越來越高,范圍越來越廣,食品安全事故隱患尤為突出。2013年3月,國務(wù)院機構(gòu)改革和職能轉(zhuǎn)變方案草案通過了全國人大的審議。該草案將負有食品安全監(jiān)管職責(zé)的部門職能進行了調(diào)整,重新梳理、整合了國務(wù)院食安辦、食藥監(jiān)管總局、質(zhì)檢總局、工商總局的權(quán)責(zé),組建了新的國家食品藥品監(jiān)管總局,賦予其食品生產(chǎn)、流通、消費各個環(huán)節(jié)的監(jiān)管職責(zé),依據(jù)國家法律,查處食品相關(guān)違法行為。食品安全監(jiān)管職責(zé)的進一步明確,必將有力推動監(jiān)管隊伍的建設(shè),監(jiān)管能力的提升,以及監(jiān)管制度的科學(xué)化和規(guī)范化。在這種形勢下,探究農(nóng)村地區(qū)集體性聚餐食品安全問題的根源,充分認識其長期性、復(fù)雜性,研究并制定出適合各地區(qū)的監(jiān)管方法和對策,已成為擺在各地方政府及其職能部門面前的一個重要課題。本文以河南省魯山縣為主要研究對象,同時通過歸納、借鑒國內(nèi)其他地區(qū)在這一領(lǐng)域取得的先進經(jīng)驗,分析了農(nóng)村集體聚餐活動存在的食品安全隱患及食品安監(jiān)管現(xiàn)狀。進而就如何加強魯山縣農(nóng)村地區(qū)集體聚餐活動的食品安全監(jiān)管,化解各種食品安全事故隱患,提出了向基層延伸監(jiān)管網(wǎng)絡(luò)、提高基層食品檢驗機構(gòu)技術(shù)水平、建立食品原材料來源追溯體系、建立基層鄉(xiāng)鎮(zhèn)食品安全派出機構(gòu)、完善食品安全舉報制度、提升從業(yè)者及公眾安全衛(wèi)生意識等六點建議。
[Abstract]:Food safety is the basic guarantee of the health of the masses and the solid foundation of the stable development of the society. In recent years, the economic level and living standard of our country have improved significantly, but all kinds of food safety accidents occur frequently at the same time. Especially in rural areas, where the food consumption group is the largest and the consumption is the largest, the scale and frequency of collective food gathering activities, as a traditional way for rural people to organize marriage, funeral and marriage, are becoming larger and higher. In March 2013, the National people's Congress (NPC) approved a draft plan for institutional reform and functional change under the State Council. The draft revised the functions of the departments responsible for food safety supervision, reorganized, integrated the powers and responsibilities of the State Council's Food and Security Office, the State Administration of Food and Drug Administration, the General Administration of quality Supervision and Inspection, and the General Administration of Industry and Commerce, and established a new State Administration of Food and Drug Administration. Food production, circulation, consumption of all aspects of the supervision responsibilities, according to national laws, food-related violations. Further clarification of the responsibility of food safety supervision is bound to promote the construction of supervision team, the improvement of supervision ability, and the scientific and standardized supervision system. Under this situation, we should explore the root causes of the problem of collective food safety in rural areas, fully understand its long-term nature and complexity, and study and formulate supervision methods and countermeasures suitable for each region. It has become an important subject in front of local governments and their functional departments. This paper takes Lushan County of Henan Province as the main research object and analyzes the hidden dangers of food safety and the current situation of food safety supervision in rural collective meal activities by summing up and referring to the advanced experience obtained in this field in other parts of China. Then, on how to strengthen the food safety supervision of collective food gathering activities in the rural areas of Lushan County, and resolve the hidden dangers of various food safety accidents, the paper puts forward the extension of the supervision network to the grass-roots level to improve the technical level of the grass-roots food inspection organizations. Six suggestions are put forward, such as establishing food raw material source tracing system, setting up grass-roots township food safety agency, perfecting food safety reporting system and raising the safety and health consciousness of practitioners and the public.
