【摘要】：自20世紀(jì)80年代中后期國有企業(yè)改制以來,就業(yè)和再就業(yè)便成為一個(gè)社會(huì)問題進(jìn)入了人們的視線,引起了社會(huì)的廣泛關(guān)注,就業(yè)再就業(yè)不僅是影響社會(huì)政治穩(wěn)定的重要問題,也是關(guān)系千家萬戶的社會(huì)問題。河南省是人口大省,在低收入群體就業(yè)方面的問題尤為突出,針對(duì)解決低收入群體就業(yè)的政策,相對(duì)緩和了就業(yè)壓力,但并沒有從根本上解決低收入群體的就業(yè)問題。本論文從倫理的角度分析城市低收入群體的就業(yè)政策,首先對(duì)河南省低收入群體的構(gòu)成、就業(yè)的現(xiàn)狀進(jìn)行分析,其次對(duì)低收入群體就業(yè)政策的發(fā)展歷程、內(nèi)容進(jìn)行了逐一的分析和闡述,然后根據(jù)就業(yè)政策的倫理內(nèi)涵,詳細(xì)的分析和闡述了河南省低收入群體就業(yè)政策所存在的倫理問題,這也是本論文的重點(diǎn)之一,發(fā)現(xiàn)其存在城鄉(xiāng)就業(yè)不平等的二元就業(yè)體系、忽視以人為本的理念、就業(yè)政策的實(shí)施對(duì)象存在選擇性等一系列的倫理問題,最后根據(jù)其存在的倫理問題,提出未來河南省低收入群體就業(yè)政策應(yīng)該堅(jiān)持以人為本、以利他主義、普惠大眾等為倫理導(dǎo)向,在其倫理導(dǎo)向下,應(yīng)該從強(qiáng)化政府的權(quán)利和義務(wù)、提供公平的就業(yè)機(jī)會(huì)、以人為本,就業(yè)優(yōu)先、就業(yè)政策實(shí)施對(duì)象向普惠大眾轉(zhuǎn)移等方面出發(fā),以此完善低收入群體的就業(yè)政策,希望,此建議能夠?yàn)榻鉀Q河南省低收入群體的就業(yè),提供理論上的幫助。
[Abstract]:Since the reform of state-owned enterprises in the middle and late 1980s, employment and re-employment have become a social problem, which has aroused widespread concern of the society. Employment and re-employment is not only an important issue affecting social and political stability. It is also a social problem related to thousands of families. Henan Province is a large province with a large population, especially in the employment of low-income groups. The policy of solving the employment of low-income groups has relatively alleviated the employment pressure, but it has not fundamentally solved the employment problem of low-income groups. This paper analyzes the employment policy of urban low-income groups from the perspective of ethics, first of all, the composition of low-income groups in Henan Province, employment status, and secondly, the development process of low-income groups employment policy. Then according to the ethical connotation of the employment policy, the paper analyzes and expounds the ethical problems existing in the employment policy of the low-income groups in Henan Province, which is also one of the key points of this paper. The author finds that there is a dual employment system of unequal employment between urban and rural areas, neglects the idea of people-oriented, and the implementation object of employment policy has a series of ethical problems. Finally, according to its existing ethical problems, The paper puts forward that the employment policy of low-income groups in Henan Province should adhere to the people-oriented, altruistic, inclusive public and other ethical guidance, under its ethical guidance, we should strengthen the rights and obligations of the government, and provide fair employment opportunities. In order to improve the employment policy of low-income groups, we hope that this proposal can solve the employment problems of low-income groups in Henan Province. Provide theoretical help.
