【摘要】：針對(duì)重大基礎(chǔ)設(shè)施投融資制度變遷及模式演進(jìn)問題,在分析相關(guān)制度發(fā)展階段的基礎(chǔ)上,應(yīng)用演化博弈理論,構(gòu)建政府-市場(chǎng)二元重大基礎(chǔ)設(shè)施投融資演化博弈模型.結(jié)合系統(tǒng)仿真技術(shù),分析了政府決策水平、市場(chǎng)投資意愿、市場(chǎng)投資額度、重大基礎(chǔ)設(shè)施投資收益率和風(fēng)險(xiǎn)損失的變化,對(duì)政府、市場(chǎng)的演化穩(wěn)定策略和雙方的混合策略的影響.研究發(fā)現(xiàn),政府的政策制度和決策水平與市場(chǎng)投資意愿之間存在反饋?zhàn)饔?且它們與市場(chǎng)投資能力、重大基礎(chǔ)設(shè)施投資收益和風(fēng)險(xiǎn)等因素一起影響投融資模式的演進(jìn),演進(jìn)路徑的決定性因素是制度變遷路徑的選擇.
[Abstract]:In view of the problems of institutional changes and model evolution of major infrastructure investment and financing, based on the analysis of relevant institutional development stages and applying evolutionary game theory, this paper constructs an evolutionary game model of government-market dual major infrastructure investment and financing. Combined with the system simulation technology, the paper analyzes the changes of government decision-making level, market investment willingness, market investment quota, major infrastructure investment return rate and risk loss. The influence of the evolutionary stabilization strategy and the mixed strategy of both sides. It is found that there is a feedback effect between the policy system and decision-making level of the government and the willingness to invest in the market, and together with the market investment capacity, the income and risk of major infrastructure investment, and so on, they influence the evolution of the investment and financing model. The decisive factor of evolution path is the choice of institutional vicissitude path.
