【摘要】：運(yùn)營管理是落實(shí)綠色小城鎮(zhèn)規(guī)劃建設(shè)目標(biāo)和踐行綠色生態(tài)理念的關(guān)鍵階段.從調(diào)查綠色小城鎮(zhèn)運(yùn)營管理現(xiàn)實(shí)問題入手,分析得出利益主體特征和利益目標(biāo)差異性是問題產(chǎn)生的根本原因.基于利益相關(guān)者理論和協(xié)同治理理論,構(gòu)建了利益相關(guān)者協(xié)同關(guān)系模型,探討了共商決策機(jī)制、廣泛執(zhí)行機(jī)制、協(xié)同監(jiān)管機(jī)制等協(xié)同機(jī)制,并從明確運(yùn)營主體地位、增加政府資金投入、完善監(jiān)督考核體系和擴(kuò)大居民參與等方面提出了對(duì)策建議,以期為破解綠色小城鎮(zhèn)運(yùn)營低效、管理機(jī)制不健全等問題提供治理路徑借鑒.
[Abstract]:Operation management is the key stage of implementing the goal of green town planning and building and carrying out the concept of green ecology. Based on the investigation of the practical problems in the operation and management of green small towns, it is concluded that the characteristics of the main body of interests and the difference of the objectives of interests are the fundamental causes of the problems. Based on the theory of stakeholders and the theory of cooperative governance, this paper constructs a collaborative relationship model of stakeholders, discusses the cooperative mechanisms such as the decision-making mechanism, the extensive implementation mechanism, the cooperative supervision mechanism, and so on, and clarifies the status of the main body of the operation. In order to solve the problems of inefficient operation of green small towns and imperfect management mechanism, the paper puts forward some countermeasures and suggestions on increasing government capital investment, perfecting supervision and assessment system and expanding residents' participation, in order to provide reference for solving the problems such as inefficient operation of green small towns and imperfect management mechanism.
