長(zhǎng)沙縣政府與社會(huì)資本合作模式研究

【摘要】:近年來(lái),和經(jīng)濟(jì)高速發(fā)展形成鮮明對(duì)照的是,我國(guó)的公用事業(yè)發(fā)展卻相對(duì)滯后,而單純的依靠財(cái)政投入很難滿足公益事業(yè)發(fā)展資金需求的巨大缺口,這不僅給財(cái)政帶來(lái)巨大壓力,也無(wú)法滿足當(dāng)今社會(huì)發(fā)展需求。所以,要解決我國(guó)公用事業(yè)發(fā)展的資金不足等一系列問(wèn)題,就需要對(duì)我國(guó)當(dāng)前公用事業(yè)的融資模式進(jìn)行改革,使其融資渠道多元化,同時(shí)強(qiáng)化投資管理和決策,提高投資效益。本世紀(jì)以來(lái),國(guó)內(nèi)以市場(chǎng)為導(dǎo)向的經(jīng)濟(jì)體和社會(huì)資本的迅猛發(fā)展,為其參與公共事業(yè)建設(shè)鋪墊了堅(jiān)實(shí)的經(jīng)濟(jì)基石。從性質(zhì)上說(shuō),公共事業(yè)并非完全的公共產(chǎn)品,而是兼具營(yíng)利性和公益性。這就既要求政府引導(dǎo)和調(diào)動(dòng)廣大的社會(huì)資本投入到基礎(chǔ)設(shè)施建設(shè)中去,又要使之在政府的主導(dǎo)之下有計(jì)劃的開(kāi)展,從而改善投融資環(huán)境,探索公私合營(yíng)新路徑,實(shí)現(xiàn)公私雙方共贏,這是當(dāng)前需要探討和解決的一個(gè)問(wèn)題。PPP模式就是在這種背景下應(yīng)運(yùn)而生,它提供公共產(chǎn)品和服務(wù)的方式不再是政府一手包辦,而是采取政府部門與社會(huì)資本合作的方式,這種投融資模式既能保證合作雙方的利益,同時(shí)也有利于做好風(fēng)險(xiǎn)控制和責(zé)任承擔(dān)。為了使課題論述充分有力,筆者先對(duì)國(guó)內(nèi)外相關(guān)文獻(xiàn)理論資料進(jìn)行和查閱、整理,然后結(jié)合我國(guó)國(guó)情以及湖南省PPP模式發(fā)展的現(xiàn)狀,明確了PPP模式的概念、分類及使用范圍;從PPP模式在我國(guó)的發(fā)展現(xiàn)狀、PPP模式的優(yōu)勢(shì)與不足、重點(diǎn)結(jié)合長(zhǎng)沙縣PPP模式發(fā)展的影響因素、長(zhǎng)沙縣PPP模式推廣應(yīng)用過(guò)程中存在的問(wèn)題等方面,參考國(guó)內(nèi)外PPP模式運(yùn)營(yíng)的成敗經(jīng)驗(yàn),為長(zhǎng)沙縣PPP模式的應(yīng)用給出了發(fā)展的建議與解決問(wèn)題的對(duì)策,試圖給長(zhǎng)沙縣現(xiàn)行的公共建設(shè)事業(yè)提供參考方案。PPP模式可行且需大力推廣,應(yīng)該從加強(qiáng)制度建設(shè)、轉(zhuǎn)變政府職能、合理分擔(dān)風(fēng)險(xiǎn)、改善投融資環(huán)境等方面因地制宜選擇PPP模式并實(shí)時(shí)創(chuàng)新,方能給長(zhǎng)沙縣的PPP應(yīng)用推廣開(kāi)辟出一條成功的實(shí)踐道路。
[Abstract]:In recent years, in contrast to the rapid development of the economy, the development of public utilities in China has lagged behind, and it is difficult to meet the huge gap of public welfare development funds by relying solely on financial input. This not only brings great financial pressure, but also can not meet the development needs of today's society. Therefore, in order to solve a series of problems, such as the shortage of funds for the development of public utilities in China, we need to reform the financing mode of our country's current public utilities, to diversify its financing channels, and at the same time to strengthen the investment management and decision-making, and to improve the investment efficiency. Since this century, the rapid development of market oriented economy and social capital has laid a solid economic foundation for its participation in the construction of public utilities. In nature, public utility is not a complete public goods, but both profit and public welfare. This not only requires the government to direct and mobilize the vast amount of social capital into infrastructure construction, but also to make it planned under the guidance of the government, thus improving the investment and financing environment and exploring new paths of public-private partnerships. The realization of win-win situation between public and private parties is a problem that needs to be explored and solved at present. PPP model emerges as the times require, and the way it provides public goods and services is no longer a one-size-fits-all process. The mode of investment and financing can not only guarantee the benefit of both partners, but also help to control the risk and bear the responsibility. In order to make the topic fully discussed, the author first makes reference to and collates the relevant literature and theoretical materials, then, according to the situation of our country and the current situation of the development of PPP model in Hunan Province, defines the concept, classification and application scope of PPP model. From the current situation of PPP development in China, the advantages and disadvantages of PPP model, the factors influencing the development of PPP model in Changsha County, and the problems existing in the process of popularization and application of PPP model in Changsha County, etc. Referring to the experience of success or failure of PPP mode operation at home and abroad, this paper gives some suggestions for the application of PPP model in Changsha County and countermeasures to solve the problems, and attempts to provide a reference scheme for the current public construction in Changsha County. The PPP model is feasible and needs to be popularized. It is necessary to choose PPP mode according to local conditions from the aspects of strengthening system construction, transforming government functions, rationally sharing risks, improving investment and financing environment, and so on, so as to open up a successful practical road for the application and promotion of PPP in Changsha County.
