宏觀(guān)調(diào)控注重預(yù)期管理若干思考

【摘要】:中國(guó)經(jīng)濟(jì)進(jìn)入新常態(tài)后,受經(jīng)濟(jì)增速轉(zhuǎn)向中高速、增長(zhǎng)動(dòng)力轉(zhuǎn)向創(chuàng)新驅(qū)動(dòng)、供給側(cè)結(jié)構(gòu)性改革全面推進(jìn)以及前期刺激政策積累風(fēng)險(xiǎn)長(zhǎng)期存續(xù)的影響,宏觀(guān)調(diào)控需要增強(qiáng)對(duì)預(yù)期管理的使用。在具體實(shí)施舉措上,應(yīng)將擴(kuò)展預(yù)期管理主體、關(guān)注預(yù)期管理效用異質(zhì)性和強(qiáng)化錨定效用利用等方面作為抓手,發(fā)揮預(yù)期管理對(duì)宏觀(guān)調(diào)控的促進(jìn)作用。
[Abstract]:After entering the new normal, China's economy is affected by the shift of economic growth to moderate and high speed, the power of growth to be driven by innovation, the comprehensive promotion of supply-side structural reforms and the long-term existence of the risk of accumulation of stimulus policies in the early period. Macro-control needs to enhance the use of prospective management. In the concrete implementation measures, we should expand the main body of expected management, pay attention to the heterogeneity of expected management utility and strengthen the utilization of anchoring utility, so as to give play to the role of anticipatory management in promoting macro-control.
