【摘要】：國際工程投標管理是指面向投標業(yè)務(wù),圍繞避免投標時各類問題的產(chǎn)生,提升投標過程中各項工作完成及成果形成的效率、質(zhì)量,以中標為最終目的應(yīng)采取的措施集合。經(jīng)濟全球化的時代背景下,國際工程承包市場呈現(xiàn)出穩(wěn)定繁榮的趨勢,我國國際工程承包業(yè)務(wù)量在近年來也得到了快速增長。為了選擇最具性價比的承包商,公開招標仍是世界范圍內(nèi)業(yè)主最為青睞的招標方式。然而,國際工程投標相較于國內(nèi)工程投標復雜程度更高,我國承包商在國際工程投標時仍出現(xiàn)較多問題及失誤,這反映出我國承包商國際工程投標管理水平仍有待提高。文中首先對我國承包商國際工程投標管理現(xiàn)狀進行分析。在分析闡述國際工程投標主要內(nèi)容與特點的基礎(chǔ)上,通過問卷調(diào)查及文獻研究的方法,對我國承包商在國際工程投標過程中的常見問題進行識別與歸納,并以此為基礎(chǔ)總結(jié)出投標管理存在的問題。然后,通過專家訪談的方法,經(jīng)過多輪溝通,發(fā)掘并總結(jié)我國承包商國際工程投標管理存在問題的深層次原因。而后,針對導致問題產(chǎn)生的原因,選取歐美及日韓國家的多家世界著名國際承包商作為研究對象,分析他們在國際工程投標管理中的先進經(jīng)驗并輔以具體案例簡析作為佐證。經(jīng)過對先進經(jīng)驗的分析總結(jié),獲得提出建議的啟示。最后,在獲得的經(jīng)驗啟示基礎(chǔ)上,從人才、組織、制度、知識、信息化五個方面提出強化我國承包商國際工程投標管理的具體措施建議。
[Abstract]:The management of international project bidding refers to the collection of measures to be taken for the ultimate purpose of winning a bid, focusing on avoiding the emergence of various problems in bidding, improving the efficiency and quality of the completion of various work and the formation of results in the bidding process. Under the background of economic globalization, the international engineering contracting market is showing a trend of stability and prosperity, and the volume of international engineering contracting business in China has also been increasing rapidly in recent years. In order to select the most cost-effective contractor, public bidding is still the most favored bidding method for owners worldwide. However, the international engineering bidding is more complicated than the domestic project bidding, and there are still many problems and mistakes in the international engineering bidding, which reflects that the management level of the international engineering bidding of the Chinese contractors still needs to be improved. First of all, the paper analyzes the current situation of contractor's international bidding management in China. On the basis of analyzing and expounding the main contents and characteristics of international engineering bidding, the common problems of Chinese contractors in the process of international engineering bidding are identified and summarized by means of questionnaire survey and literature research. On the basis of this, the paper summarizes the problems existing in bidding management. Then, through the method of expert interview, through many rounds of communication, this paper explores and summarizes the deep-seated causes of the problems existing in the management of the international project bidding of the contractors in our country. Then, in view of the causes of the problems, many famous international contractors in Europe, America, Japan and South Korea are selected as the research objects, their advanced experience in the management of international project bidding is analyzed, and the concrete case analysis is used as the evidence. Through the analysis and summary of the advanced experience, the enlightenment of the proposal is obtained. Finally, on the basis of the experience and inspiration obtained, the author puts forward some concrete measures to strengthen the management of international project bidding by Chinese contractors from five aspects: talent, organization, system, knowledge and information.
