【摘要】：政府主導(dǎo)的城鎮(zhèn)化,既開(kāi)啟了城鎮(zhèn)化高速發(fā)展之門,又導(dǎo)致了城鎮(zhèn)化不可持續(xù)發(fā)展的困境。其具體表現(xiàn)在價(jià)值導(dǎo)向上,工具理性凌駕于價(jià)值理性之上;在城鎮(zhèn)的形成與發(fā)展上,以運(yùn)動(dòng)邏輯取代市場(chǎng)邏輯;在城鎮(zhèn)治理上,制度剛性消解了現(xiàn)實(shí)需要;在農(nóng)民的市民化上,個(gè)體困惑彌散市民精神。政府主導(dǎo)的城鎮(zhèn)化困境的實(shí)質(zhì)是治理危機(jī)。促進(jìn)我國(guó)城鎮(zhèn)化可持續(xù)發(fā)展,構(gòu)建系統(tǒng)治理范式是必然選擇。相比實(shí)現(xiàn)政府主導(dǎo)型治理范式,系統(tǒng)治理范式以效率性、公共性和服務(wù)性為價(jià)值取向,更具包容性�？沙掷m(xù)城鎮(zhèn)化系統(tǒng)治理范式的核心是系統(tǒng)動(dòng)力機(jī)制,其落實(shí)需要深化城鎮(zhèn)化體制機(jī)制改革。
[Abstract]:Government-led urbanization not only opens the door of rapid development of urbanization, but also leads to the plight of unsustainable development of urbanization. Its concrete performance is in the value orientation, the tool rationality is above the value rationality; in the formation and development of the town, the market logic is replaced by the movement logic; in the urban governance, the system rigidity dispels the realistic need; in the farmer's citizen, Individual confusion diffuses the civic spirit. The essence of the government-led urbanization dilemma is to manage the crisis. To promote the sustainable development of urbanization in China, it is inevitable to construct the system governance paradigm. Compared with the realization of the government-led governance paradigm, the system governance paradigm takes efficiency, publicity and service as the value orientation and is more inclusive. The core of the governance paradigm of sustainable urbanization system is the system dynamic mechanism, and its implementation needs to deepen the reform of urbanization system and mechanism.
