【摘要】：改革非效率再分配制度是中國構建更具包容性社會的重要內容。在不完全市場化背景下,中國供熱行業(yè)福利性供熱利益平衡的"天秤模式"造成政府、企業(yè)、居民三者之間的矛盾沖突和高制度維持成本。由于福利性供熱體制的初始設計帶有明顯的群體歧視性,原本公平導向的制度變成不公平的主因,造成社會群體割裂和強勢集團私利導向的改革阻礙,從而使制度變遷缺乏改革動力,非效率不公平的再分配格局得到強化。為此,需要深化改革,重構與市場化相適應的利益再平衡機制。
[Abstract]:Reforming the non-efficient redistribution system is an important part of building a more inclusive society in China. Under the background of incomplete marketization, the "Libra Model" of welfare heating benefit balance in Chinese heating industry causes contradictions and conflicts among government, enterprise and residents and high system maintenance cost. Because the initial design of welfare heating system has obvious group discrimination, the original fair oriented system becomes the main cause of unfairness, which results in the separation of social groups and the obstruction of reform guided by strong groups. Thus the institutional change lacks the reform impetus and the non-efficiency unfair redistribution pattern is strengthened. Therefore, it is necessary to deepen the reform and rebalance the interests in accordance with the market.
