【摘要】：1992年7月,青島市啟動了住房制度改革,建立了國家、單位、個人住房籌資新機(jī)制,由此拉開了住房公積金制度從無到有的發(fā)展序幕,青島市住房公積金制度正式建立。2004年,青島市住房公積金管理中心首次建立了以“分類評價、公開公正、科學(xué)嚴(yán)肅”為原則的住房公積金系統(tǒng)內(nèi)干部職工績效管理制度,開始探索以住房公積金發(fā)展、風(fēng)險防范與績效為主要依據(jù)的資源配置制度,并將部分管理經(jīng)費與管理處績效掛鉤,初步建立了住房公積金干部職工績效管理體系。然而,隨著住房公積金業(yè)務(wù)的發(fā)展,結(jié)合外部環(huán)境和內(nèi)部形勢的不斷變化,面對當(dāng)前住建部《住房公積金管理條例》修訂遲遲不能出臺,國內(nèi)房地產(chǎn)市場又面臨調(diào)整下行的巨大壓力等復(fù)雜形勢,青島市住房公積金管理中心舊的績效管理體系已逐漸顯現(xiàn)出其弊端。為此,本文基于青島市住房公積金管理中心所處的復(fù)雜形勢,突出公積金管理人員面臨的新任務(wù)、新特點、新要求,在全面整理分析國內(nèi)外有關(guān)管理人員績效管理研究現(xiàn)狀的基礎(chǔ)上,結(jié)合現(xiàn)有理論與管理中心的實際情況,搭建出本文全新的“住房公積金管理中心績效管理”的理論分析框架；在充分調(diào)研分析青島市住房公積金管理中心績效管理現(xiàn)狀后,總結(jié)出當(dāng)前青島市住房公積金管理中心在績效管理過程中存在的主要問題,并對問題產(chǎn)生的原因進(jìn)行分析。
[Abstract]:In July 1992, Qingdao launched the housing system reform and established a new housing financing mechanism for the state, units and individuals, thus opening the development of the housing provident fund system from scratch. The housing provident fund system of Qingdao was formally established. In 2004, The Qingdao Housing Provident Fund Management Center established for the first time a performance management system for cadres and workers in the housing provident fund system based on the principles of "classified evaluation, openness and fairness, and scientific and serious", and began to explore the development of housing provident funds. Based on the resource allocation system based on risk prevention and performance, and linking some management funds with the performance of the management office, the performance management system of cadres and employees of housing provident fund is established preliminarily. However, with the development of the housing provident fund business and the continuous changes in the external environment and the internal situation, in the face of the current revision of the Housing Fund Management regulations of the Ministry of Housing and Construction, the revision of the regulations on Housing accumulation Fund has been delayed. The domestic real estate market is faced with the huge downward pressure and other complicated situation, the old performance management system of Qingdao housing provident fund management center has gradually shown its drawbacks. Therefore, based on the complex situation of the housing provident fund management center in Qingdao, this paper highlights the new tasks, new characteristics and new requirements faced by the management staff of the accumulation fund. On the basis of comprehensive analysis of the current situation of management performance management at home and abroad, combined with the existing theory and the actual situation of the management center, a new theoretical analysis framework of "performance management of housing provident fund management center" is set up in this paper. After investigating and analyzing the present situation of the performance management of the housing accumulation fund management center in Qingdao, this paper summarizes the main problems existing in the performance management process of the housing accumulation fund management center in Qingdao, and analyzes the causes of the problems.
