【摘要】：行業(yè)協(xié)會(huì)的改革和發(fā)展對(duì)社會(huì)和經(jīng)濟(jì)發(fā)展來(lái)講意義十分重大。隨著政府職能轉(zhuǎn)變的推進(jìn),我國(guó)地方行業(yè)協(xié)會(huì)的發(fā)展空間得到了進(jìn)一步擴(kuò)大,但前提是地方行業(yè)協(xié)會(huì)不斷完善內(nèi)部管理,提升履行職能的能力。由此,形成了本文的基本寫(xiě)作思路,并以此思路為出發(fā)點(diǎn),對(duì)泉州市行業(yè)協(xié)會(huì)治理中出現(xiàn)的問(wèn)題進(jìn)行系統(tǒng)分析,探索泉州市行業(yè)協(xié)會(huì)的治理對(duì)策。本文以泉州市行業(yè)協(xié)會(huì)治理為研究對(duì)象,運(yùn)用文獻(xiàn)研究方法、案例分析方法和訪談法等,對(duì)國(guó)內(nèi)外關(guān)于行業(yè)協(xié)會(huì)發(fā)展的研究進(jìn)行梳理,以合作治理理論為基礎(chǔ),指出泉州市行業(yè)協(xié)會(huì)治理現(xiàn)狀及其存在的問(wèn)題,并分析問(wèn)題產(chǎn)生的原因,提出對(duì)于泉州市行業(yè)協(xié)會(huì)治理對(duì)策的觀點(diǎn)。經(jīng)研究,本文認(rèn)為,隨著經(jīng)濟(jì)的發(fā)展與政府機(jī)構(gòu)改革的深入,泉州市行業(yè)協(xié)會(huì)在從無(wú)到有的過(guò)程中不斷摸索,不斷地發(fā)展,對(duì)社會(huì)治理和市場(chǎng)經(jīng)濟(jì)的運(yùn)行十分重要。但是,與發(fā)達(dá)國(guó)家和地區(qū)的先進(jìn)行業(yè)協(xié)會(huì)相比,泉州市行業(yè)協(xié)會(huì)還存在著諸多問(wèn)題,如體制不健全、內(nèi)部治理不完善、職能履行不到位等。因此,目前泉州市行業(yè)協(xié)會(huì)還沒(méi)能有效發(fā)揮其應(yīng)有的作用。結(jié)合政府與行業(yè)協(xié)會(huì)合作治理理論,本文擬從以下三個(gè)方面對(duì)泉州市行業(yè)協(xié)會(huì)的治理提出建議:一是改善行業(yè)協(xié)會(huì)外部自治環(huán)境,二是改進(jìn)行業(yè)協(xié)會(huì)內(nèi)部治理方式,三是形成政府與行業(yè)協(xié)會(huì)合作治理關(guān)系。行業(yè)協(xié)會(huì)健康持續(xù)發(fā)展,將對(duì)泉州市的企業(yè)轉(zhuǎn)型升級(jí)及經(jīng)濟(jì)發(fā)展起到推動(dòng)作用,并在一定程度上促進(jìn)泉州地方政府的職能轉(zhuǎn)變。
[Abstract]:The reform and development of trade associations are of great significance to social and economic development. With the promotion of the transformation of government functions, the development space of local trade associations in China has been further expanded, but the premise is that local trade associations constantly improve internal management and enhance their ability to perform their functions. Therefore, the basic writing thought of this paper is formed, and based on this idea, the problems in the governance of Quanzhou trade association are systematically analyzed, and the countermeasures of the Quanzhou trade association are explored. In this paper, Quanzhou industry association governance as the research object, the use of literature research methods, case analysis methods and interviews, research on the development of industry associations at home and abroad, based on the cooperative governance theory. This paper points out the present situation and existing problems of Quanzhou trade association, analyzes the causes of the problems, and puts forward the views on the countermeasures of Quanzhou trade association governance. Through research, this paper holds that with the development of economy and the deepening of the reform of government organization, Quanzhou Industry Association is constantly groping and developing in the process of from nothing to existence, which is very important to the social governance and the operation of market economy. However, compared with the advanced trade associations in developed countries and regions, Quanzhou Industry Association still has many problems, such as imperfect system, imperfect internal governance, inadequate performance of functions and so on. Therefore, at present, Quanzhou industry association has not been able to play its due role. Combined with the theory of cooperative governance between the government and the trade association, this paper puts forward some suggestions on the governance of the Quanzhou trade association from the following three aspects: one is to improve the external autonomous environment of the trade association; the other is to improve the internal governance mode of the trade association. Third, the formation of the government and industry associations to govern the relationship. The healthy and sustainable development of trade associations will promote the transformation and upgrading of enterprises and economic development in Quanzhou and to a certain extent promote the functional transformation of local governments in Quanzhou.
