【摘要】：我國(guó)的住房公積金制度是在上個(gè)世紀(jì)90年代以新加坡中央公積金制度為藍(lán)本,并結(jié)合我國(guó)實(shí)際情況逐步發(fā)展起來的,曾經(jīng)為我國(guó)住房制度改革、實(shí)現(xiàn)住房分配從實(shí)物化向貨幣化轉(zhuǎn)變做出過不小的貢獻(xiàn)。長(zhǎng)春市作為較早的城市,于1993年建立了住房公積金制度。隨著制度的不斷深入發(fā)展,其在解決職工住房消費(fèi)方面的貢獻(xiàn)是有目共睹的。但不可否認(rèn)的是,與此同時(shí)從制度本身以及在具體操作層面暴露出來的問題也逐漸顯現(xiàn),社會(huì)各個(gè)層面對(duì)于住房公積金制度的看法也莫衷一是,“劫貧濟(jì)富”、“馬太效應(yīng)”、資金使用率低、收益分配權(quán)被掠奪等等,都是存在于制度當(dāng)中揮之不去又亟待解決的問題。本文從長(zhǎng)春市住房公積金制度的產(chǎn)生及發(fā)展現(xiàn)狀出發(fā),結(jié)合長(zhǎng)春市住房公積金制度發(fā)展的實(shí)際情況,采用定性和定量的方法對(duì)我國(guó)住房公積金制度存在的問題及問題產(chǎn)生原因進(jìn)行了深入剖析,并分別從制度定位、決策與運(yùn)行、資金風(fēng)險(xiǎn)、資金收益分配、監(jiān)督體系等方面對(duì)長(zhǎng)春市住房公積金制度的完善提出了相應(yīng)對(duì)策,以期對(duì)長(zhǎng)春市住房公積金制度的全面健康可持續(xù)發(fā)展提供參考。
[Abstract]:The housing provident fund system of our country was based on the Singapore Central Provident Fund system in the 1990s, and was gradually developed in the light of the actual situation in our country. It was used to reform the housing system of our country. The realization of housing allocation from materialization to monetization has made no small contribution. Changchun as an early city, in 1993 to establish the housing provident fund system. With the further development of the system, its contribution in solving the housing consumption of employees is obvious to all. However, it is undeniable that at the same time, the problems exposed from the system itself and at the specific operational level are also gradually emerging, and there are different views on the housing provident fund system at all levels of society, "robbing the poor and helping the rich" and "the Matthew effect". The low utilization rate of funds and the pillage of the right of income distribution are the problems that exist in the system and need to be solved urgently. Starting from the emergence and development of the housing provident fund system in Changchun, this paper combines the actual situation of the development of the housing accumulation fund system in Changchun. By using qualitative and quantitative methods, the problems and causes of the problems in the housing accumulation fund system of our country are deeply analyzed, and the system orientation, decision making and operation, capital risk, capital income distribution are analyzed respectively. In order to provide reference for the healthy and sustainable development of the housing accumulation fund system in Changchun, the corresponding countermeasures are put forward in the aspects of supervision system and so on.
