【摘要】：城鎮(zhèn)化進程中拆遷農(nóng)民會得到一筆為數(shù)不菲的補償款,但同時他們也失去了祖祖輩輩賴以生存的安身立命之所。因為缺少文化和技能,大多數(shù)農(nóng)民沒有能力打理好這些財產(chǎn)。作為政府,在拆遷補償款發(fā)放后,如何使這些資產(chǎn)保值增值?如何使被拆遷農(nóng)民的生活有可持續(xù)的保障?這是一個值得研究的課題。本文描述了部分拆遷農(nóng)民因為過度消費、不善理財而導(dǎo)致拆遷補償資產(chǎn)大幅縮水甚至被揮霍一空的種種現(xiàn)象,并通過對拆遷農(nóng)戶的調(diào)查,指出目前地方政府在這方面工作存在的缺失,從政府職能視角分析了在農(nóng)民拆遷補償資產(chǎn)管理中政府應(yīng)扮演的角色,提出政府在保障農(nóng)民拆遷補償資產(chǎn)保值增值方面的角色定位及應(yīng)采取的措施。
[Abstract]:In the process of urbanization, farmers will receive a large amount of compensation, but they will also lose the livelihood of their ancestors. Because of lack of education and skills, most farmers do not have the ability to take good care of the property. As a government, how to maintain and increase the value of these assets after the payment of compensation for demolition? How to make the life of the displaced farmers sustainable? This is a subject worth studying. This paper describes the phenomenon that some demolition farmers suffer from excessive consumption and poor financial management, which results in the substantial shrinkage or even squandering of demolition compensation assets, and through the investigation of the demolition farmers. This paper points out the deficiency of the local government's work in this respect at present, analyzes the role that the government should play in the management of the peasants' demolition and compensation assets from the angle of the government's function. This paper puts forward the role of the government in protecting the value of the compensation assets of peasants' demolition and compensation and the measures to be taken.
